Citizen Comments- (State law prohibits the City Council from considering or deliberations on any item not listed on the posted City Council. Agenda. A person may address the Council on items not on the printed agenda and on the printed agenda. Comments are limited to three (3) minutes. The Council may not comment or deliberate regarding such: statements or comments during this period. Discuss/Consider/Act on AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF THE TRANSPORTATION CODE, CHAPTER! 545, SECTION 545.356, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF, SPECIFICALLY FM 2952, WITHIN THE CORPORATE  LIMITS OF THE CITY OF CHICO.    ORDINANCE NO. 2024-08-06  AN ORDINANCE OF THE CITY OF CHICO, TEXAS ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF $545.356, TEXASTRANSPORTATION CODE, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF, WITHIN THE CORPORATE LIMITS OF THE CITY OF CHICO, AS SET OUT IN THIS ORDINANCE; AUTHORIZING THE MAYOR OR DESIGNEE TO ERECT THE APPROPRIATE SIGNAGE; PROVIDING AF REPEALING CLAUSE; SEVERABILITYCIAUSE, SAVINGS CLAUSE ANDI PROVIDING AF PENALTY OFA AI FINE IN AN AMOUNT NOT TOI EXCEED THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FOR THE VIOLATION OF THIS ORDINANCE; AND Motion by Jimmy Counts and seconded by. Jimmy Counts ands seconded by Hannah Huffman to approve the contract between the City of Chico and Wise County Committee on Aging (Meals on' Wheels) for a one yeart term. 10. Discuss/Consider/Act on CPA engagement letter for Bookkeeping and related support with KJL CPA Motion by Hannah Huffman and second by. Jack Souther to accept the engagement letter with KJL CPA firm. This is the same firm that the City of Chico has been using under the name of Steven Gilland, PC. for: several years, Mr. Gilland retired ands sold his firm to Karen Lee. (KJL) 11. Discuss/Consider/Act on Ratifying the Mayor's execution of an Agreement for city's audit for FYE Motion by Jimmy Counts and seconded by Josh McDaniel to ratify the execution of the contract 12. Discuss/Consider/Act on needed Maintenance, Repair, & Equipment Replacement of the City's Water Wells & Wastewater Treatment Plant. Take necessany/oppropnate action. Wastewater Treatment Plant  Louis Boothi from TRWA was present to speak tot the council about some issues att the WWTP. He has been working with Ryan Champ, WWTP Operator, for 2 days to help find out what is going They will need to drain the digester. They will need a hydrovac truck to empty the digester and dispose oft the sludge. The City of Decatur said they could take 60,0001 to 80,000 gallons ofs sludge Also alot oft the diffusers are broken and: somej just do not work properly. There ares some diffusers needing to be replaced. We will call around and get! bids andi find out what will bet the best option. We had half the diffusers replaced about 4 years ago by Southwest Fluid, we paid roughly Motion by Jimmy Counts and seconded by Josh McDaniel to authorize the Mayor to begin with 13. Discuss/Consider/Act: on any and all matters related to the City's Emergency Preparedness Plan  wrong and find a solution.  and not charge the City of Chico. So, trucking willl bet the only expense.  $32,000.001 then.  The power needs tol bei installed and put the pond into use.  getting the power installed at the WWTP. Alli int favor.
