Mayor Margolis called the meeting to order at 7:01 p.m. 2. EXECUTIVE SESSION There were no Executive Session items. 3. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the City Council. 4. PRESENTATIONS 4A. Presentation of Rowlett Veterans Recognition Program certificate to Reese Jacob Ellis. This item followed Item 4C. Councimember Britton, along with Chris Kizziar of the Veterans Resource & Outreach Center of Rowlett, and Lorie Coates of Quilts of Valor, presented Mr. Ellis with a certificate from the City Council and a quilt. 4B. Presentation of Proclamation in recognition of National IT Professionals Day. Deputy Mayor Pro Tem Shinder presented this item to Joey Brock, Director of IT, Trey Switzer, Susie Sun, Jarred Emanuel and Odie Odell. September is National Preparedness Month and although it may be their official motto, boy scouts aren't the only ones who need to always be prepared - for anything. Specifically, this month is about being ready to act in an emergency to save your own or someone else's life or property. In honord ofNational Preparedness Month, Iwould like to give as shout-out to some oft the organizations and people in our city who make emergency and disaster preparedness a major part of their lives. That includes our City's emergency management personnel, Ed Balderas and Hannah Myers, the members of our Community Organizations Active in Disaster board, the Rowlett Citizens Corps Council and its various branches, and of course our public safety employees and really, all city employees in all departments. And don't forget that preparedness includes not only the humans in our family but also your bumegedamlymember: Kayak Crossing - Saturday, Oct 5th - Pet Appreciation Day. Pets receive half price rentals but must bring their humans. Each pet and its human can rent kayaks, standup paddleboards, and personal floatation devices from 9:00 am to 1:00 pm. One discount per pet. There will be a low- cost pet vaccine clinic for dogs and cats. Dogs must be on a leash and cats in al hard-sided carrier. Mayor Margolis announced the City Council of the City of Rowlett will vote on the tax rate on' Wednesday, September 18, 2024, at 6:00 p.m. in the Council Chambers located at 4000 Main Street, Rowlett Texas 75088. Consider action to approve a resolution approving a Construction Manager at Risk Agreement between the City of Rowlett and Swinerton Builders for construction manager at risk services related to construction of a municipal complex for total compensation not to exceed Kristoff Bauer, Assistant City Manager, presented this item. Provided an overview of the process for selecting the Construction Manager At Risk (CMAR), outlining the criteria for qualifications, key competitive factors; and the key responsibilties. This includes the various phases of the design process, such as pre-construction, as well as the Guaranteed Maximum Price amendment. Stated the CMAR will offer the City continuous feedback throughout the decision- making process to ensure we deliver the best value to our community. The groundbreaking is $4,975,806.00. City off Rowlett 10670 scheduled for April 2025, with the ribbon cutting planned for Fall 2026. Discuss a park improvement development agreement with Skorburg Retail Corporation related to aresidential subdivision generally located east of President George Bush Turnpike, south of Royal Bay Drive, and north of Carroll Ln, and associated expansion of Columbia Park.
