NEW BUSINESS Airport Property Appraisal Operations Manager Monroe Whitman request Council approve the appraisal required by the FAA for federally obligated airports. Staffi is requesting City Council approve the new lease rates for the next five-year period. The appraisal was completed in April by Fred C. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Michele Blythe seconded the motion to approve the airport property appraisal for the five-year period beginning January 1, 2025 and to set lease rates based on this document during that period. Strickland and Associates, LLC. The motion passed unanimously. Perimeter Fencing Improvement Project Change Order: and. Amendment Operations Manager Monroe Whitman requested Council approve a construction contract change order and construction administration services amendment for the Perimeter Fencing Improvements Project. This project was previously approved as part of the airport's bi-annual budget, and involves design, construction, and construction administration services. Councilmember Yvonne Gallardo-Van Orman moved, and Councilmember Michele Blythe seconded the motion to authorize the Mayor to sign the construction contract change order with Dallum Build Company toi increase the contract amount by $79,734.35, and to authorize thel Mayor to sign the construction administration services professional services agreement amendment with DOWL to increase the contract amount by $22,150.00 (subject to the IFE being approved by the FAA). The motion passed unanimously. SCJ Contract Amendment #3 for the 211th Place Project for 211th Place Corridor Project final design. Public Works Director Jim Kelly requested Council approve. Amendment #3 to SCJ Alliance Councilmember Debora Nelson moved, and Councilmember Heather Logan seconded the motion to approve Amendment #3 to the SCJ Alliance contract for the 211th Place Corridor Restoration Project and authorize the Mayor to sign the amendment. The motion passed unanimously. Page 2 of3 Minutes ofthe Cityof Arlington City Council Meeting September 16.2024 Condemnation Proceedings for the 211th Place Improvement Project Public Works Director reviewed eminent domain proceedings, and requested Council approve the ordinance allowing the City to move forward with condemnation proceedings. Mayor Pro Tem Michele Blythe moved, and Debora Nelson seconded the motion to approve the ordinance allowing the City to move forward with condemnation proceedings and authorize the Mayor to sign the ordinance. The motion passed unanimously. Councilmember Schuette provided a' Transportation Policy Board update. COMMENTS FROM COUNCILMEMBERS Councilmember Nelson thanked police, public, and staff for a smooth evening for the dragstrip cruise through the city. She asked about the deep hole in the new construction of 3rd Street parking lot. City Administrator Paul Ellis indicated that is drainage. Councilmember Van-Ornam reminded everyone about the Hispanic Heritage event September 28. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis stated the Northwest Regional Police Academy will be located in Arlington. He stated that Mayor Vanney worked hard to insure this would happen. MAYORSREPORT Mayor Vanney attended the Arlington Food Bank's Farm to Table dinner and said it was a great event with very good attendance. EXECUTIVESESSION None.
