Closed public hearing at 7:13 p.m. regarding the City of Thrall 2024-2025 Fiscal Year  The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a. Regular. Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the Special  Called City Council Meeting for July 31, 2024.  4.2. Consideration and possible action regarding the June 2024 financial.  Commissioner Martin made a motion to approve the consent agenda items as: read by the mayor with a second by Commissioner Karch. Motion carried 3-0.  5. REGULARAGENDAITEMS  (Green Sign In Card)  This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of  the meeting. All visitors will observe a three-minute time limit.  Mayor Marx moved agenda item no. 5.3 before items 5.1 and 5.2 then proceeded to  them in order as noted on the agenda.  5.1. Consideration and possible action regarding the resurface of Eckhart Street.  Commissioner Martin made a motion to authorize the mayor to utilize the funds up to $125,000 for Sheldon and Eckhart Streets as presented from the Street and Maintenance account with a second by Commissioner Karch. Motion carried 3-0. 5.2. Consideration and possible action on Interlocal Agreement regarding the Participation of the City of Thrall, Texas, and Williamson County, Texas, in the design and  construction cost related to the North Barker Street Project. Consideration and possible action regarding a variance request to Ordinance No. 20150520 Article 2. Specifications Section 2.01 Site Plan/kequrements under C. for the front entry to face East of S. Barker Street requested by Korte Homes/Cole Korte on Commissioner Martin a motion to grant the variance as presented for Ordinance No. 20150520 for 301 S. Barker Street with a second by Commissioner Karch. Motion 5.4. Consideration and possible action regarding the purchase of sign(s) for the crosswalks located on Bounds Street for the purpose of school safety for' Thrall ISD.  Commissioner Martin. Motion carried 3-0.  behalf of Beatrize Gonzales located at 301 S.1 Barker Street.  carried 3-0.  Commissioner Martin made a: motion to purchase the light kit for the crosswalks for the safety of Thrall ISD with a second by Commissioner Karch. Motion carried 3-0. 5.5. Consideration and possible action regarding the City of Thrall 2024-2025 Proposed  Budget.  Discussion only, no action taken.  5.6. Consideration and possible action regarding the City of Thrall 2024 Proposed Tax Rate. Commissioner Martin made a motion to accept the proposed tax rate of $0.420931  with a second by Commissioner Karch. Motion carried 3-0.  6.
