CITY OF SMILEY COUNCIL FOR REGULAR SESSION JULY 17,2024 MINUTES The Smiley City Council met in a regular session on Wednesday,July 17,2024 at 4:00 p.m. Members present were Mayor Lisa Benavidez, Ellis Villasana, Lori Price, Daniel Benavidez, Scott. Jewett, Marshal Jason' Torres. Absent Diana Moreno and Melva Childress A Quorum was present, and Mayor Benavidez called the meeting to order. at the Smiley City Hall located at 207 Steele, Smiley, TX 78159. Citizen to be Heard: None 1. 1smotion made by Ellis Villasana and 2nd by Daniel Benavidez to approve the minutes of June 19 and June 28, 2024 meetings.. All inl Favor, 3/0, None Opposed. Motion Passed. 2. 1s'motion made by Ellis Villasana and 2nd by Lori Price toi rescind agenda item #12 (Land) from the May 21 meeting. All inl Favor, 3/0, None Opposed. Motion Passed. 3. Financial Statements and unpaid bills were presented. 1*t motion made by Ellis Villasana and 2m4by Diana Moreno to approve the payment of debt for the month, All in Favor, /0, None Opposed. Motion Passed. All in Favor, 3/0, None Opposed. Motion Passed. 4. Jason Whitten, from ESD#2, spoke to the city council in reference to the land that the VFD building sits on. Mr Whitten informed that council that they had spoken with fellow firefighters and several residents in Smiley. The ESD would like toj purchase the land that the building sits on VS al long term lease. 5. The City Marshall Report: a. 16 calls for service b. 86 citations 6. Municipal Court Report: a. Quarterly payment has been' made to the state for fines collected. 7. Smiley Fire Department Monthly Report: a. 3Wildlandi Fires b. 1Structure Fire C. 1Motor Vehicle Crash d. 129.43 Total Service Hours AIIVFD owned equipment and bank accounts willl be signed over to Gonzales County Emergency Services District Number 2 8. The Utility Department Monthly Report: a. Chemicals were applied to the lagoons at the wastewater plant tol help bring down the Fecal Coliform and' bring the city into compliance. b. Several potholes were filled in around the city C. Monthly samples were obtained by our licensed Water/Wastewater operator. d. The city is considering bringing back ai former employee who holds a Class D wastewater license. 9. Mayor Lisa Benavidez gave the City Managers report: a. Judge Schroder passed away and the city is considering renaming the court room in b. The city is asking the residents to please not pile their brush in the city easements and alleyways. Doing this prevents the city from properly maintaining the grass.
