Motion carried and approved by majority vote. 2 Public Works Reports: Building & Permits: Leon Ward - Brandon Landrum, 101 Post Oak Dr, requested a permit for new residential construction ($100 fee). Brandon presented his plans to the council for review/approval. The .6 acre tract already has septic and therefore is grandfathered. When new construction is complete, the existing mobile home will be removed. Brandon will be working with his uncle, a Master Electrician, on the electrical. After review, motion was made to grant waiver to allow new residential structure with existing septic and trailer removal by Leon Ward and seconded by Randy Burkey. Motion carried and approved by majority vote. Linda Bennett, 1881 Pin Oak - requested a storage unit permit. Unit will be a 40' container which falls in the 500 sq ft or less schedule for as $15fee. Road & Bridges Report: CDBG-Drainage Improvement Project Update - Mayor Max Taylor explained that in order to close out the grant project, we will hold a required public hearing. It is scheduled for next Monday the 16th at 5 PM. This is an opportunity for anyone to speak and give feedback on Re-Building of Oak Valley Bridge & Thoroughfares Update - Commissioner David Brewer discussed the status of our new roads. He is still preparing to do the work with the donated asphalt zipper equipment. However, there will be a delay due to the county's American Rescue Plan Act (ARPA) work on other county roads that must be done by year end. Due to this work schedule change, it will the project. 3 probably be November before the Oak Valley roads can be done. However, the county crew should be able to repair the wooden bridge Mayor Max Taylor updated that he is still waiting on 3 bids for on Oak Valley Ln in the next week or two. removing the tree on Pin Oak Lane. Commerce Report: Mayor Max Taylor Planned Annexation Update - The letters to potential annexation property owners are ready to go out. Riot's David Schatz will consider giving a letter of support to be included in the annexation letters. Code Enforcement Update - Adam Mintz issued a citation for illegal dumping off of Water Oak & Red Oak and there has been an arrest made. Volunteer Fire Department Report: None Navarro County Sheriff's Dept. Report: Oak Valley Ladies Night Out Report: None Update by Lynette Horton - Lynette announced that she will be resigning from ladies night, however will do pop-ups on occasion. NNO - Committee is moving along and is excited to host the event on the Town Hall/Community Center property. Plans include free snow cones from 6-7 PM, corn hole, emergency vehicles from the firestation, police dept and ambulance. Mayor Max Taylor recommended collecting feedback from residents on ideas for future uses of our building. 4 Open Forum - Kelli Burkey asked if Oak Valley would have another Community Garage Sale in 2024. After discussion, it was determined that it would be best to wait until next year due to the upcoming road work. Johnny Allen, 2955 Liberty Dr, inquired about city limit signs. Also about the possibility of zoning our roads for weight limits. These will be issues we can look into after roads and annexation is completed. Meeting adjourned at 6:58 PM.
