City Council Special Meeting MINUTES September 16, 2024, at 6:00 PM  CALLTOORDER  Mayor Countryman called the meeting to order at 6:00 p.m.  Present:  Casey Olson Carol Langley Cheryl Fox Stan Donaldson  Mayor Pro Tem City Council Place #1 City Council Place #4 City Council Place #5 City Administrator Finance Director Deputy City Secretary  Also Present: Gary Palmer  Dave McCorquodale Director ofPlanning & Development  Maryann Carl Diana Titus  INVOCATION  Councilmember Cheryl Fox gave the invocation. PLEDGE OF ALLEGIANCE TO FLAGS Pledges to the American and Texas Flag were conducted.  PUBLIC FORUM No Speakers. PUBLIC HEARING  The City Council will convene into a Public Hearing to receive comments from the public.  Speakers will be limited to three (3) minutes each.  1. Hear comments on the Proposed 2024 Tax Rate of $0.4000 per $100 of assessed  valuation.  Convene into Public Hearing at 6:01 p.m. Reconvene into Regular Meeting at 6:01 p.m.  2. Consideration and possible action, by record ofvote, on: AN ORDINANCE OF THE CITY OF MONICOMERVIEXAS ADOPTING AN OPERATING BUDGET FOR THIS BUDGET WILL RAISE MORE REVENUE FROM PROPERTY TAXES THANI LAST YEAR'S BUDGET BY AN AMOUNT OF $145,499, WHICH) ISA 7.49 PERCENT INCREASE FROM LAST YEAR'S BUDGET, THE PROPERTY TAX REVENUE TO BE RAISED FROM NEW PROPERTY Ms. Carl said what is before Council this evening is the proposed budget that was approved back in August and has been posted on the website since. August 14th when it was filed with the Deputy City Secretary. Motion 4. Consider, Adopt and Set by Ordinance the 2024 Ad Valorem Tax Rate for Maintenance Ms. Carl said this item is the breakdown oft the overall tax rate you will be considering in item #6. We have to have a motion for the maintenance and operation separate as well as the debt service separate before we combine any in the ordinance. Councilmember Casey Olson made a motion to adopt item #4 as presented. Councilmember Stan Donaldson seconded the motion. All ini favor. Motion Passed (5- 5. SETTINGTHEAD VALOREM TAX RATE OF THE CITY OF MONTGOMERY, FOR THE YEAR 2024 AT A RATE OF $0.4000 PER ONE HUNDRED DOLLARS ($100) VALUATION ON ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF MONTGOMERY AS OF JANUARY 1, 2024 SPECIFYING SEPARATE COMPONENTS OF SUCH RATE FOR OPERATIONS AND MAINTENANCE AND FOR DEBT SERVICE; LEVYING AN AD VALOREM TAX FOR THE YEAR 2024 PROVIDING FOR DUE AND DELINQUENT DATES TOGETHER WITH PENALTIES AND INTEREST: PROVIDING FOR COLLECTION AND ORDAINING OTHER RELATED  THE FISCAL YEAR 2024-2025.  ADDEDTOTHE TAX: ROLLTHIS YEAR IS$73,825.  consideration.  year budget. Councilmember Stan Donaldson seconded the motion,  Passed (5-0).  and Operations, $.3089/$100.  0).  Service, $0.911/$100.  0).  MATTERS.  Page 12    Ms. Carl said this is now the combination of the maintenance and operation and the Councilmember Casey Olson asked how long has it been since they raised the taxes. Ms. Carl said she believes it was 2017 that Council started adopting the 40 cents. Councilmember Casey Olson moved to approve the property tax rate be increased by the adoption of a tax rate of $.4000 per 100 dollars which is effectively a 4.9 percent increase ini the tax rate. Councilmember Carol Langley seconded the motion. Councilmember Carol Langley - Aye, Councilmember Casey Olson - Aye, Councilmember Cheryl Fox - Aye, Councilmember Stan Donaldson - Aye. Motion  debt service. This also requires a record vote.  Passed (5-0).  ADJOURNMENT:  Mayor Countryman moved to adjourn the meeting. Councilmember Casey Olson seconded the  motion.
