City Manager Brandenburg explained that Lieutenant Ringstaff was the city'sl longest serving employee. City Manager Brandenburg stated that he was appointing Lt. Ringstaff to be the new Chiefof Police. He has been acting as Interim Chief for almost a month. Originally, $250,000 of the money received from ARPA was allocated to relocate the PEC utility poles on Main Street behind the buildings. After much back and forth between PEC and attorneys, PEC was unable to abide by the Federal Provisions required by the federal government in order to use ARPA funds. Because PEC is a regional utility provider, they are not accustomed to following federal procurement and would require an overhaul of their Since the City is unable to complete the PEC project with ARPA funds, there is approximately $250,000 available to spend. All funds must be contractually obligated by December 31,2024 (this means the contract must be signed, but the project does not need to be completed). Staffi is asking Council to determine how they would like to use the remaining balance, with the understanding that ideas must be far enough along that a contract can be signed by City Staffs suggests three options, allocating this money for the Unified Development Code Re- write, Using it for the later Phases of the Streetscape Project Downtown, or using it for Staff recommendation is Option 1 with reallocation of funds from the UDC Rewrite. McCord) Interim Finance Director Terry McCord introduced this item and presented the staff report. This depository services contract is a very important contract for the City. Best practices are that the city change depository banks every five to seven years. Since this year has been SO hectic with staff turnover and being understaffed in the Finance Department, there wasno one who could manage aj project of this size and complexity (changing depository banks). Since the City will hopefully be soon hiring a new Finance Director, extending this contract with Classic Bank will allow the new Finance Director the ability to do this. The City is not at all dissatisfied with Classic Bank and city staff recommend the one year extension. Motion by Council Member Williams, seconded by Council Member Ashley, to approve contract extension of 1 year for Depository Services with Classic Bank with the condition that Request for Applications be done next year as recommended by staff. Due to the staffing shortages and turnover that has already been discussed earlier in this meeting, there have been employees contracted for extended amounts oft time. Although the salary savings means that these temporary employees working under contract may not have put the city overbudget on these account lines, for the individual contracts, some of them are more than $50.000.
