Minutes of Cresson City Council Meeting August 13, ,2024 The City Council reserves the right to adjourn into Executive Session during the course of the meeting to seek legal advice from its attorney regarding any item on the posted agenda as authorized by Section Mayor Pro Tem Clement called the City Council Meeting ofCresson, Texas to order at 7:00 P.M. on 551.071 ofthe Texas Government Code. July 9, 2024, at the City Council Chambers. Attendance as follows: Lisa Clement Jacob Shelly Jeff Keeney Gary Robertson Corey Barker City Attorney Rachel Raggio Mayor Ron Becker Councilperson Keeney gave the invocation and Mayor Pro Tem Clement led us in the Pledge of Allegiance and the Texas Pledge. The meeting is opened to the public. Citizen's Comments Citizen Roy Doolin of 104 E. Bluebonnet Drive wondered ift maps and addresses can be added when an agenda is posted with any zoning and plating items. Mayor's Report and Comments A. Aledo ISD and Cresson approached TxDot regarding the acceleration and deceleration lanes at the entrance to Bourland Fields Estates. The city did not pay for them. The Bourland Fields roads are private roads. They are not considering widening Constellation at the entrance. B. The Southbound lanes oft the Bypass are not open. City Secretary Froyd has spoken with the company TxDot contracts with for the large blue highway signs. The sign company will be doing C.The new wastewater treatment plant is up and running. The old plant has been sold and Undine LLCi is removing it. Notice oftermination has been sent to the Thrash's. The city is D. Windstream reported that a fiber line was cut causing the phones to be down in Cresson for asite analysis. Northbound lanes should be open by Thanksgiving. paying a per diem until the old plant is removed. almost 2 days. E. Well #1 in Bluebonnet Hills has been having issues with water pressure. It was discovered that the power pole the well is connected to was arcing causing the booster pump to shut down. It needs to be manually restarted which meant Public Works Director Victor Petty was coming in after hours to restart. The city willl begin the overhaul (repairs and upgrades) ofthis well similar to what was just completed on Well #2. Mayor Becker shows photos oft the issue with the power pole. Oncor was very responsive in getting it fixed. He also shows charts of how much money is being spent on repairs on the water mains/lines in Bluebonnet Hills VS. Cresson Proper. Items for Future Agendas None Deliberation Agenda A Consider and take any action to approve or disapprove a Final Plat application received from LGI Homes- - Texas, LLC for a 43.082-acre tract oft the JM Hays Survey, Abstract No. 262 to the City of Cresson, Texas including 160 Lots of Blocks D-E, H-M and P-R. This is Phase 2 of5 of the Brookside development. Matt Gilbertson and Emily Aldritt are present for Pape-Dawson Engineers and state to the council there have been no changes from the preliminary plat. The project has been reviewed by Glenn Breisch, Cresson's contracted review engineer. No citizen comments. Councilperson Robertson makes a motion to approve the Final Plat. Councilperson Barker seconds the motion. 5 ayes and 0 nays. The motion is passed unanimously. B. Consider and take any action to approve or disapprove Resolution No. 2024-R005 to add the Mayor and the Mayor Pro Tem to the Interbank account. No citizen comments. Councilperson Barker makes a motion to approve Resolution No. 2024-R005 as written. Councilperson Keeney C.Consider and take any action to approve or disapprove the annual donation of $2500 to Hood County Clean Air Coalition. Mayor Pro Tem Clement is the Cresson representative on the HCCA. She said the big concern of the HCCA currently is the Wolf Hollow Bitcoin pollution causing Hood County to not be in attainment. Hood County is historically one of the only counties in the metroplex that stays in attainment. This is important because of the recent law that passed regarding emissions testing. The motion D.Consider: and take any action to give Mayor Becker authority to enter into a contract with Grant Development Services to apply for a Safe Streets for All (SS4A) grant to make substantial road repairs in all ofCresson. Mayor Becker states that Cresson has an opportunity to look into a grant to assist with city roads. The first step is to apply for the SS4A grant that assists the city in producing an action plan regarding the roads. Mayor Becker shows charts indicating that Cresson has approximately 15 miles of roads that the city is responsible for and what areas of town the Road Maintenance Sales Tax fund has been spent repairing. The contract with Grant Development Services is $15,000-520,000 to assist with applying for and managing the grant if approved. The deadline for application is 8/31/2024 sO we are coming in a bit late, but GDS believes they can get the application done in time. Citizen comments: Dave Stonecipher of 108 Deer Run thinks iti isa great idea and that $15,000 is pennies to spend on a grant that could make great improvements to seconds the motion. 5 ayes and 0 nays. Bluebonnet asks ifGDS has been independently vetted and ifwel have talked to any other cities who have worked with GDS on this grant. Mayor Becker comments that the city has worked with GDS for years, we have seen information from other cities who have received this grant, and that the city is coming late. Councilperson Keeney: makesan motion to approve the Professional Services Agreement with Grant Development Services. Mayor Pro Tem Clement seconds the motion. 5 E.
