Agenda Item - Approval of minutes of August 13, 2024 minutes of August 13, 2024. Motion passed unanimously. Agenda Item - Additions to the Agenda Motion was made by Councilwoman Rife and a second by Councilman Kendrick to approve the Councilman Rose said he would like to add some requests from the Pioneer Days Committee that can be added under item 6. Councilman Childress said he would like to discuss the. Jettie Baker Center. Motion was made by Councilman Bolling and a second by Councilwoman Rife to approve the agenda with the additions. Agenda Item - Donation Requests Ridgeview High School Yearbook- Motion was made by Councilman Kendrick and a second by Councilwoman Rife to take an half page ad in the yearbook. Motion passed unanimously. Dickenson County Partners for Prevention's Coalition- Councilman Rose said this their annual fund raiser for their Christmas Angel Program where they buy gifts for children in the community. Minutes- - Regular Town Council Meeting September 10, 2024 Page 2 Motion was made by Councilman Kendrick and a second by Councilwoman Rife to make a donation of One Hundred Dollars ($100) to the Dickenson County Partners for Prevention's Coalition. Motion passed unanimously. Agenda Item- Aypahmet/ReAppelntmen to Planning Commission Motion was made by Councilman Kendrick and a second by Councilman Bolling to reappoint Norman Patton to the Town ofClintwood Planning Commission. Motion passed unanimously. Agenda Item- Donation Request - Pioneer Days Committee and Jettie Baker Center Councilman Rose said the committee was able to secure their insurance and had the town added as additional insured. They have asked if the town would operate the train as a shuttle from the hotel to the old Food City parking lot. Councilwoman Rife asked if they are asking the town to provide the employee to operate the train that day and Councilman Rose said yes. Mayorl Lambert said there was a transmission problem with the train, and he was not sure if that has been fixed. Councilwoman Rife said she had been told the committee was going to put a large trash dumpster out and the town men would not have to come out. Councilman Rose said they are: requesting the stage be put upi in front oft the gazebo and ifboth bathrooms will be open. Also, ifthe mayor would contact four county transit to see if they will run the bus for that day. Mayor Lambert asked for a phone number to get int touch with them and Councilman Rose gave that to him and said they just need the bus for Saturday. Jettie Baker Center- Councilman Childress said the show for Saturday night has been cancelled. They have had calls from the Kentucky Headhunters and the Bellamy Brothers. Counting this Friday night there is Eighteen Hundred Dollars in rent that has not been paid in addition to a bounced check. He suggested that the town should say no more shows. They are helping this guy sell tickets that is not being honored. Mayor Lambert said he agreed and had spoken to Sara when they found out that he had not paid the Kentucky Headhunters, and they were cancelling. He feels like the town needs to put something out there that the town is no longer associated withl Nathan and his concert series. Councilman Bolling said he agreed with Councilman Childress. Councilman Childress said ifhe did what he said he was going to do it was wonderful because hel brings people into the Jettie and bring acts that the Jettie could not get. The Jettie takes a lot of flak when people buy their tickets and there is not a concert. Councilman Kendrick asked about the Eighteen Hundred Dollars ($1,800) and Councilman Childress said that he owed rent for two (2) shows and the one that he booked for this week. Councilman Bolling asked if had signed a contract for the other shows and Councilman Childress said he would never sign a contract. Councilwoman Rife saidif someone did not sign a contract and send it back then they would not be able to say anything about ashow. Councilman Childress said he wished it had worked out. Mayor Lambert said that he and Judy would work on something and let the council see it before it is sent out. Agenda Item - Review of Proposed Ordinances Cutting trees within the town limits Utility Trailers, Boats, and Tractor Trailers Parking and Storage of Recreational Vehicles, Campers, Commercial Vehicles, MayorLambert: saidt the public hearings had been cancelled because ofs some ofthe feedback about some of the content in the ordinances. He believes some more work needs to be done on the ordinances. On the tree cutting ordinance, therei is aj problem with the tree cutting on. Joe Stanley's property next to the Little League Field. Right now, iti isj just al mess and therei is not any ordinance to1 make him clean the mess up. He said the way the ordinance is worded you cannot cut a tree of ac certain size, and he does not agree with that, but you need some type of regulations if you are going to cut timber for profit. We don't) know where the line is at the Little League Field, and he may be over on us, and we don't know anything about it. Bobby Garrett said trees have been cut near his driveway and it isj just laying there. He was told that someone was coming to get it, but it iss still laying there. Mayor Lambert said another area isi in the curve at the Chevrolet Garage and those pine trees have been cut and the guard rail has been knocked down. Also, another area is The clerk gave out copies of the proposed ordinance to some of the citizens that were present. Councilman Childress said he could not go along with the ordinance as it is written. He agreed the Stanley man has a mess. He believed the ordinance needs to be tighter. Eric DM Mullins asked ifyou could cut trees down for a house seat and then your funds fell through for your house, then can you still cut the trees down. Itis very vague and ambiguous. It needs to be more specific. He asked ifyou can cut some trees down in town now and Councilman Childress said right now there isi no ordinance, and the council is trying to work on an ordinance. Old Business: Agenda Item - Estimate regarding installing a separate meter for the concession area, Mayor Lambert said he met with David Salyers, and they went up and looked at the area and it can be done and David is going to get back with him on the cost estimate. Councilman Childress said that he and Councilman Rose had looked at the area and may need two (2) sheds. He said a 12x 20 is Sixteen Hundred Dollars ($1,600) and they are for sale everywhere. Agenda Item - New Equipment price quotes Mayor Lambert said that he had gotten a price quote on a 2022 Chevrolet Silverado 3500 that is inl Indiana, and it was going to cost about Fifty-five thousand dollars ($55,000). Anew truck which would be fully warranted at a price between Sixty-one and Sixty-two Thousand Dollars ($61,000- $62,000). Councilwoman Rife said she would rather spend a little more money and get a new truck and a warranty. Also, while he was walking in town, he noticed there were some boards on the walkway going from the bank to the old food city parking lot that needs to be replaced. Jim Childress He brought up the sign (marquee') at the Jettie Baker Center and he would like them to think about taking out some money toj pay for the sign. There has been a lot ofmoney spent on the building. Nothing has come through on trying to find a grant to replace the sign. MayorLambert: said the estimate to take the sign down and replace with a digital sign is about Ninety-Nine Thousand Dollars ($99,000).
