Economic Development Authority ofPatrick County 106 Rucker Street, Patrick County Administration Building  Meeting ofJuly 24, 2024, 6:00PM Second Floor Conference Room  Present: Ron Haley, Chairman; Debra Shelor, Vice Chair; Danny Foley; Clayton Kendrick; Alsol Present: Steve Marshall, County Board of Supervisors; Beth Simms, County Administrator; James Houchins, Director of Economic Development & Tourism; Amy  Rick Worley.  Walker, Clerk.  Absent: Harold Gregory, Treasurer; Doss Cummings.  Introduction  Ron Haley called the meeting to order.  On a motion by Debra Shelor, seconded by Rick Worley and carried unanimously the  Authority approved the meeting agenda as presented.  Minutes  On motion by Debra Shelor, seconded by Rick Worley and carried unanimously, the  meeting minutes for. June 26, 2024 as presented were approved.  Public Comment  The Chairman opened the public comment period. The Chairman closed the public comment period.  No one was present to speak.  Finance Report  Beth Simms presented the financial report.  On a motion by Danny Foley, seconded by Debra Shelor and carried unanimously, the  financial report was approved.  Old Business None.  EDA Meeting, July 24, 2024  Page 1    New Business  Introduction ofJames Houchins. Director of Economic Development & Tourism Beth Simms introduced James Houchins as the new Director of Economic  Development & Tourism. the position.  James Houchins gave an introduction ofl himself and provided some of1 his goals for  Ron Haley spoke to the position and gave feedback.  Rick Worley spoke about thej position and the opportunities ahead. Beth Simms provided an update to staffing support and hiring a Small  Business/Economic Development Coordinator.  Closed Meeting  On motion by Danny Foley, seconded by Rick Worley and carried unanimously, the meeting was called into Closed Meeting under the appropriate codes of Virginia to discuss Contracts 2.2-3711 (A)(3) for discussion of commercial real estate located in the Blue Ridge District and under 2.2-3 3711 (A)(1) for discussion of Personnel Matters.  Reconvene  On motion by Danny Foley, seconded by Rick Worley and carried unanimously, the meeting was reconvened by the appropriate codes. A roll call vote was taken with a unanimous vote that only the item listed above was discussed during the Closed Meeting.  Action  Onai motion by Danny Foley to approve the agreement once amended and to execute the five documents relating to a loan with Department ofl Housing and Community Development for the Cockram's] Mill project seconded by Rick Worley and carried  unanimously.
