The County currently contracts with fourteen firms to provide occasional services, whereas the County may from time tot time utilize one of the firms to provide supporVassistance on small infrastructure designprojects that would not necessitate the extensive Didding/proposal process required of larger projects. The current contract, and the final extension from the last request for proposals (RFP) expires on October 31, 2024. The County issued a new RFP for occasional services on September 20, 2024. RFP responses were due on Friday, October 11, 2024, after the Board of Supervisors' agenda packets were distributed. The RFP noted the Occasional Services agreements will be for one year with an option to renew for four additional one-year terms. DISCUSSION: In considering the need for Occasional Services proposals, staff has found that the ability to be able to negotiate a project scope, timeline and budget with a reputable, capable firm occurs with frequent regularity - for instance, fast-paced economic development projects, emergency circumstances related to building maintenance, planning and design efforts regarding public utilities and governmental buildings that may either be routine functions or special projects. The project may be a small job, but still very important and timeliness is usually a factor. The Occasional Services Agreements allow for such smaller projects to be scoped out onanir individual basis as they occur. Congress enacted the NFIP primarily in response to the lack of availability of private insurance and continued increases in federal disaster assistance due tot floods. At the time, flood was viewed as an uninsurable risk and coverage was virtually unavailable from private insurance markets due to frequent widespread flooding along the Mississippi River in the early 1960s. The NFIP is a federal program, managed by the Federal Emergency Management Administration (FEMA), and has three components: to provide flood insurance, to improve floodplain management, and The NFIP allows property owners in participating communities to buy insurance to protect against flood losses. Participating communities are required to establish management regulations to reduce future flood damages. This insurance is intended to function as an insurance alternative to disaster assistance and reduce the rising costs of repairing damage to buildings and their contents caused by flood. In 1980, the Federal Emergency Management Agency completed a Flood Insurance Study of Franklin County. As a part of this study, Flood Boundary and Floodway Maps were finalized for the County and made effective, along with a Floodplain Ordinance, as of 1981. The Federal Emergency Management Agency revised/updated the maps in October of 2001 and again in 2008 (some additional corrections in 2010). The maps on file with the County show flood insurance zones and base flood elevation lines for a 100-year flood. These documents should be consulted before any land use/development change is made ina acreage near ai free-flowing stream, intermittent stream channel or lake. Lending institutions utilize these official maps in consultation with surveyors andlor engineers to make determinations about whether a structure is within or outside the designated floodplain boundaries. Owners of structures often must incur expense to complete Elevation Certificates and/or Letter of Map Amendment or Revision to remove the structure from the regulated floodplain and thus the need for flood insurance. The accuracy of the maps play an important role in this process. DISCUSSION: FEMA has initiated a flood risk review of the Upper Dan and Upper Roanoke River watersheds. This review will affect the Counties of Bedford, Campbell, Franklin, Pittsylvania and Roanoke as well as Cities of Danville, Roanoke and Salem. The purpose of the review is to examine the new study areas, discuss how the analysis and mapping have changed since the previous FIRM, and work collaboratively to ensure that the needs oft the community and its partners are met. Staff from each affected locality were recently invited to a meeting to preview and discuss the draft floodplain mapping that will update the Flood Insurance Study (FIS) report and Flood Insurance Rate Map (FIRM). These updates are critical for informing community planning and ensuring that appropriate flood risk mitigation strategies are considered. Communities must regulate based on FIRMS. Permits and insurance In Franklin County, FEMA has restudied 60 miles of Zone AE streams, 310 miles of Zone A streams and re-delineated 40 miles of new streams. Countywide, approximately 1% of the population resides in the draft flood high hazard area. Of the estimated 30,590 structures in the county, 660 are located within this high-risk zone. The latest mapping updates show that 145+ structures are newly mapped into the flood hazard area, while approximately 50 Specific areas of concern include the Town of Boones Mill, where 20% of the population is now identified in the draft flood high hazard area, and the Town of Rocky Mount, where about 1% of the population is impacted. Similarly, in the unincorporated areas of Franklin County, around 1% oft the population is int the draft high hazard area. The Westlake Hales Ford Area Plan is a part of the County Comprehensive Plan. Suburban Residential 2 Units. The Westlake Hales Ford Area Plan states that: "Suburban Residential areas are consistent with traditional suburban development. They are predominantly if not exclusively residential areas that typically contain single-family detached homes, though townhomes and attached single- family homes would be allowed. This land use pattern is best applied at fairly low densities of two to four units per acre. Commercial uses are expected to be very limited and serve local retail needs at major neighborhood crossroads. Suburban residential areas can be good areas for in-home offices, though regulations in these areas should ensure that traffic and parking are mitigated without affecting neighboring residents. Other non- residential uses would include active and passive open space, including playgrounds, ballfields, courts, or similar uses, potentially as part ofa neighborhood club or recreation center. Streets in Suburban Residential areas are generally of two types: local streets and collector streets. Local streets would serve slow-moving, low-volume local traffic, sometimes within a contained subdivision. Environmental policy within the Comprehensive Plan calls for adequate water and wastewater for all development. The Environmental Goal and Objectives listed above suggest appropriate measures for hazardous material and sewage disposal. While single-family dwellings do not typically generate hazardous waste, cleaners, solvents, and pesticides are commonly found to be in household hazardous waste and should be disposed of in appropriate septic systems. Further, the Virginia Department of Health (VDH) requires the installation ofappropriate drain fields for all liquid waste. The applicant provided a copy of their VDH Septic Permit, which shows adequate capacity to accommodate both the principal dwelling and the second dwelling. Thus, the relative environmental policy of the Comprehensive Plan. Housing Strategies (page 11-12 of the Franklin County Comprehensive Plan) . Goal: SPEC-08-24-18058 August 30.2024 Franklin County Planning Commission Provide opportunities for every resident of Franklin County, regardless of age, sex, race, religion, disability or marital status, to live in a safe, affordable dwelling unit. As noted above, the Suburban Residential 2 Units areas are described as being appropriate for "traditional suburban development," which generally means detached single-family dwellings, but they may also include other types of housing, including townhomes and patio homes. While second (or accessory) dwellings are not mentioned, they, too, would be appropriate within the context of traditional suburban development, as they would generate a similar density. Additionally, the Comprehensive Plan's Housing Goals and Strategies state that affordable housing opportunities should be available to all residents. Itcan be inferred that the proposed application for a second dwelling on the same parcel would align with the principles ofa affordable housing. Comprehensive Plan Summary The Comprehensive Plan states that a limited variety of dwelling types are appropriate uses within Suburban Residential 2 Unit areas; it also states that an appropriate density would be two to four dwelling units per acre. As the subject parcel is 3.89 acres, the Comprehensive Plan would certainly support two dwellings on this parcel, when considering size alone. Further, these dwellings are likely more "affordable" than new construction ofa a larger home on a separate lot, thus meeting the goal to offer affordable housing opportunities for all. Generally, not just within the Westlake Hales Ford Designated Growth Area, the Comprehensive Plan calls for appropriate and adequate water and wastewater facilities/treatment. As described above, this is to ensure that all development is serviced by appropriate means to dispose of wastewater generated throughout the structure(s), thus protecting water and soil quality. The application includes documentation that the septic system is adequate to accommodate both dwellings. Bearing the above in mind, and as noted above, the Comprehensive Plan would support the proposed second dwelling. ZONING ORDINANCE: Special uses for the R-1, Residential Suburban district are set forth in Section 25-223. The requested use is referenced as home second single family detached dwelling on a Sec. 25-638 of the Zoning Ordinance sets forth the County'sa authority to issue special use permits for certain uses. In order to issue a special use permit, the Board of Supervisors must find that such use will not be a substantial detriment to adjacent properties, that the character of the zoning district will not be changed thereby, and that such use will be in harmony with the uses permitted by-right in the zoning district, and with the public Sec. 25-640 of the Zoning Ordinance sets forth the County's authority to impose conditions for the issuance of special use permits. The use of a second dwelling on the property would not be of substantial detriment to adjacent properties due to the fact this lot is 3.89 acres in size and the second dwelling is as single-family dwelling, which is similar to the surrounding uses of the area. The area is mostly vacant and/or constructed with single-family dwellings. The second dwelling will generate the same amount of noise and traffic of any single-family residence. The use (second dwelling) will be in harmony with the purpose and the intent of this district because residential uses especially single-family dwellings are expected to be found in the R-1 zoning district. The character of the district would not be changed because this use is similar to the surrounding area that has been developed with single-family dwellings. Residential uses on average are located on lot sizes less than five (5) acres in area to seven thousand five hundred (7,500) square feet in area. Regulations in the R-1 district are designed to maintain neighborhood stability and promote a suitable environment for family life and this use will meet this intent of the district. The Comprehensive plan supports different types of dwelling types that are appropriate uses within the Suburban Residential 2 Unit area like the second single-family dwelling. This future land use also supports a density of two (2) to four (4) dwelling units per acre; therefore, the size of the property being 3.89 acres will definitely support two dwellings on the parcel.
