Financial report for the month ending July 31, 2024 Finance Director Danyell Duncan presented the council with a financial report for the month ending July 31, 2024. Copies oft the report are available at the Clerk's office and online. She reported that this is the beginning ofai new budget for the fiscal year. The revenues up to date are at $621,258, which gives us 4.16% for expenditures, and we're at $1,168,398, which is 7.83%. Additionally, cash operating funds stand at $5,215,267. Matthew Candland, Town Manager, announced that the upcoming event honoring Henrietta Lacks is open to the public and encouraged anyone who wanted to attend. Mr. Candland also informed the council about the Merritt Hill: stormwater management project that has begun. This will be a decent-sized stormwater project that should help 6. Town Manager Updates 431 alleviate some flooding in that neighborhood. He also gave an update on the West Side project. 7. Citizen's Comments During ai recent council meeting, Halifax County resident Beth Robertson addressed the need for a birthing center in the new Sentara hospital. She mentioned that she had already spoken to the Board of Supervisors and urged them to collaborate with the council, negotiate with the hospital, and consider including al birthing center in our community. Ms. Robertson emphasized that Halifax County is the fourth largest county in Virginia and highlighted the inconvenience for women who have to travel to neighboring counties orother states to give birth. She suggested that the council reach out to our congressman and senators to explore potential funding opportunities. She concluded by emphasizing the positive impact that a birthing center would have on the county's economic Porter Watkins, a lifelong resident ofHalifax County, expressed her concerns about Sentara not having a birthing center. Ms. Watkins stated that she understands the expense ofhaving a birthing center in our community but feels that ifwe do not offer this service, we will close our community. She informed the council that she emailed the senator's office and received a call from Mark Warner'soffice. They informed her that there wasa bill coming forward called K.O.L.A. This bill is said to help fund doctors and provide extra Medicaid money for the patients. She urged the council to contact the senator's office about this. Ms. Watkins questioned the agreement with Sentara, and ift the community asked for too much, could they leave? MayorOwens responded that he did not have an answer for that or any other council members. The County shall have and, at all times during which it uses or has permission touse the Additional ISite and/or the Trash Collection Center, maintain general liability insurance covering the Additional Site and the Trash Collection Center and the use thercofi ina a minimum amount of one million dollars per occurrence (or such other amount as reasonably required by the Town) and, upon request, furnish a certificate ofinsurance forthatcoverage, which certificate shall name the Town as an additional insured. The use of the Additional Site and/orTrash Collection Centerbyt the Town orthird-parties acting with the" Town's consent must not unreasonably interfere with the County's use of the Additional Site and/or Trash Collection Center for its trash collection and recycling operations. 6.
