PUBLIC HEARINGS (VIDE06:12-9:44)  1. Public hearing on proposed issuance oft bonds by the Town of Abingdon the "Town") at one time or from time to time. The estimated maximum amount oft the bonds is $8,372,945.98 in the aggregate. The bond proceeds are expected to be used to pay costs of capital  improvements to the Town's wastewater system.  Director of Finance Steve Trotman advised that several presentations regarding the Inflow and Infiltration upgrades to the wastewater system and approved the bid for this Phase I, with multiple phases to come. Most recently, Council approved the bid for construction of Phase I project. Authority's through their revolving water fund has awarded the Town aj principal repayment loan for $5,023,767.59 and Department ofEnvironmental Quality principal forgiveness of $3,349,178.39. Virginia Resource. Authority financing agreement is for thirty years at 0%1 interest with an annual payment of$167,458.92. Mrs. Quetsch questioned ift the rate increase will cover this amount. Consideration oft bid for paving contract for Coomes Recreation Center upper  parking lot  Director of Public Works Michael Surrett advised that on August 29, 2024 a request for bids to pave the upper section oft the Coomes Recreation Center parking lot. Al bid opening was held on September 17, 2024, with the lowest bid being $94,913.67 from W-L Construction. Itis the staff's recommendation that the Council accept this bid. Vice Mayor Anderson questioned if the Town had previously conducted' business with W-LConstruction, with Mr. Surrett responding in the affirmative. Discussion ensued regarding the construction progress at the Center.
