The Town ofNew Market 1793 Town Council Minutes General Session 40 South Alley, New Market, MD 21774 September 12, ,2024-7:00 p.m. The Mayor and Council of the Town of New Market met in person and virtually via Zoom on Thursday, September 12, 2024, with Mayor Winslow Burhans presiding. Council members present were Dennis Kimble, Matt Chance (via Zoom), Shane Rossman (via Zoom), Chris Weatherly (via Zoom), and Michael Wright. Pat Faux, Zoning Administrator/lown Planner; Chris Goettge, The Faux Group; Tim Rye, Town Engineer; Steve Pippin, President, NMCP; and Debra Butler, Clerk- Treasurer (via Zoom), were also present. The meeting was called to order at 7:00 p.m. ADMINISTRATIVE BUSINESS Motion: Second: Discussion: Public Comment: Vote: Councilman Kimble made a Motion to approve the August 8, 2024, minutes as written Councilman Weatherly None None Against-0 Abstain- 0 Absent-0 The Motion passed. For-5 (Chance, Kimble, Rossman, Weatherly, Wright) NEW BUSINESS Linganore High School Parade Request Josslyn Quansah, Class of2025, SGA President, and Hailey Pleasants, Class of2025, SGA Vice President, presented the Linganore High School's Homecoming parade plans to the Council. The parade will be held on September 21, 2024, at 10:00 am. Mayor Burhans offered to put up road signs and sawhorses. For-5 (Chance, Kimble, Rossman, Weatherly, Wright) Results from Speed and Volume Study at Main Street, Old New Market Road, and 8th Mayor Burhans reported that this study was done due to a resident's concern about a year ago regarding the low visibility coming out of gth Alley onto Main Street. Tim Rye, Town Engineer, presented the findings. By consent, Mr. Rye shall put together a basic plan showing a more permanent bump out with a crosswalk and lighting system that Councilman Wright mentioned, along with the best engineer estimate of the cost. We can have that on the shelf and evaluate that with other proposals that may come in, and if we decide that this is the winner, then we can use Request for "Frederick Count Goes Purple" Signs on Town Property (Permit#1986) and Ms. Faux presented on behalfofJonathan Switzer, who was absent. This matter was taken out of order to give him time to appear. Mr. Switzer, on behalf of "Frederick County Goes Purple,"is requesting signs on Town property (Community Park and 39 W Main Street). Mr. Switzer appeared after the Motion, and Councilman Kimble inquired about getting purple light bulbs for Alley the speed camera money. Request for Waiver of Fees (Permit #'s 1985, 1986 & 1987) the Town. Motion: Second: Public Comment: Vote: Councilman Kimble made a Motion to approve the placement of the "Frederick County Goes Purple" signs on Town property and waiving the fees Councilman Wright None Against-0 Abstain-1 1 (Weatherly) Absent-0 The Motion passed. For-4(Chance, Kimble, Rossman, Wright) Fee Waiver Request and Amendment to Town's 2016 Master Plan Councilman Wright introduced Nicole Moravy and Lori Finafrock, who sent a letter to the Town Council regarding a fee waiver for adjusting the Town Master Plan. Councilman Rossman agrees with removing the potential road at the end ofIsaac Russell Street. There was discussion regarding fees for this process ranging from $3,000 to $5,000. Mayor Burhans presented another,optjon: that Mayoral Initials: W Town Council Minutes September 12, 2024 Page3of4 we deed the right-of-way over to the HOA with the understanding that the sidewalk stays forj public use. The HOA could do a special assessment to pay for the costs of drafting the quit claim deed. Mayor Burhans stated that if everyone agrees, we could deed the parcel to the Royal Oaks HOA, with the understanding that they maintain the sidewalk for common use and pay up to $3,000 of the costs to process the quit claim deed. We set the wheels in motion ift the HOA agrees. Aj proposal can be sent to the Royal Oaks HOA by unanimous consent. Public Comment: Howard Wilson, Scott Shenton, Brooke Donahue By statute, the Town must also advertise for a public hearing. LIAISON REPORTS Councilman Weatherly reported working on getting a hard budget for dog waste bags, Lunch out ofLandfills, and another initiative for Walk to School events. He has invited everyone via email to the NMES Walk to School event scheduled for October 4, 2024. Claire Cawthon may present at the next Town Council meeting push button blinker signs/crosswalk, possibly at the Councilman Wright reported on a discussion at the last HDC/ARC meeting regarding signs/banners at local businesses in the line of sight from Main Street (Fit-2-Shine, NMES, The Mayor Burhans suggested that we need to get the opinion of the businesses. There was ac discussion ofa roundtable meeting, and the Mayor suggested we. have it at the Town Hall in case ofa quorum. Public Comment: Steve Pippin Councilman Chance reported that the Christmas Parade was in jeopardy of being canceled due to not enough volunteers and support from various committees. He received an email from a resident who had heard that the parade might be canceled and was interested in taking over the parade. He introduced Val Vinson, who volunteered to take over the event. Mayor Burhans requested that staff be able to lend some assistance for the event. The Council was agreeable to staff providing a reasonable amount of time to support this event. Councilman Chance also reported a concern he received from a resident about the number of trees removed from LOUYAA. Councilman Wright noted that he reached out to Tom Welch, President, LOUYAA. Mr. Welch said they cut down some trees and cleaned up brush Mayor Burhans announced a Bulk Trash pickup scheduled for November 2, 2024. impeding on one oft the residents' properties bordering LOUYAA.
