CITY OF FREEPORT  FINAL PUBLIC BUDGET HEARING MINUTES  September 30, 2024, 5:01 PM Council Chambers, Freeport City Hall  Mayor Russ Barley, Councilwoman Elizabeth Brannon, Councilman Bud Day, Councilman Tracey Dickey, Councilman Eddie Farris, and Councilwoman City Attorney Clay Adkinson, City Manager Mark Martin, City Clerk Rebecca King, Finance Officer Sara Bowers, and HR Director Chris Quinley, Planning Director Latilda Hughes-Neel, and Parks Director  Council Members Present:  Elizabeth Haffner  Staff Members Present:  Charles Bartlett  1. Meeting called to order Chambers of Freeport City Hall.  The meeting was called to order at 5:01PM by Mayor Barley in the Council  2. Final Public Budget Hearing Discussion  City Attorney Adkinson announced the millage rate of 4.7302 mills which is greater than the rollback rate of 4.4238 mills by 6.93%. He also announced the budget amount of $89,959,330.00. He asked for a motion for the millage rate of  4.7302.  Moved by: Councilman Farris Seconded by: Councilwoman Brannon  Mayor Barley asked for public comment and there was none.  To adopt the milage rate as 4.7302.  City Clerk Note: Financial Audits are available on the city website under Finance or by Public Record Request through the City Clerk's Office. Ar roll call vote was ordered, and the vote was as follows:  Councilwoman Haffner: Councilman Day: Councilman Farris: Councilwoman Brannon:  aye aye aye aye    FIRST PUBLIC BUDGET HEARING MINUTES, September 12, 2024  Councilman Dickey: Carried. $89,959,330.00.  aye  City Attorney Adkinson asked the Council for a motion to adopt the budget of  Moved by: Councilman Haffner Seconded by: Councilwoman Day  Mayor Barley asked for public comment and there was none. To adopt the. 2024-2025 budget to/$89,959,330.00 Aroll call vote was ordered, and the vote was as follows:  Councilwoman Haffner: Councilman Day: Councilman Farris: Councilwoman Brannon: Councilman Dickey: Carried. 3.
