APPROVAL OF THE AGENDA: Motion by Council Member Loren, seconded by Mayor Pro Tem Vallecillo to approv the agenda with the amendment of moving Item 8(c) to the top of the discussion items list to allow for ballot counting. PUBLIC COMMENTS: Jaden Clifford addressed the Council about banning smoking in outdoor public places. Rachel a concerned resident also discussed her desire to see Council ban smoking in outdoor public spaces. CONSENT CALENDAR: A. Adopt Resolution No. 2024-54 Accepting Grant Funding from the Office of Traffic Safety application 25-005203 in the amount of $81,138 with the proposal titled Motion by Council Member Loren, seconded by Councimember Scianna to approve the 'Regional Crash Response and Extrication Improvement Program." City Manager Craig performed the formal swearing-in ceremony, and Officer Batad's wife completed the pinning ceremony as the Council and Community welcomed Officer Batad to the City of Winters after successfully completing field training. DISCUSSION ITEMS C. APPROVAL OF RESOLUTION NO. 2024-53 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WINTERS APPROVING ENGINEER'S REPORT, CONFIRMING DIAGRAM AND ASSESSMENT, AND ORDERING LEVY OF THE CITY OF WINTERS, FIRE PROTECTION AND EMERGENCY RESPONSE SERVICES Jack Snyder, Fire Chief, introduced the item and provided a short presentation. ASSESSMENT FOR FISCAL YEAR 2024-25 Mayor Biasi opened the public hearing for the item at 7:02pm Ron Karlen expressed his opposition to the Prop. 218 levy and other issues he had with Will Blanton expressed his opposition to the Prop. 218 levy and other issues he had the operation of the fire department. with the operation of the fire department. It was also noted that the Fire District is a separate legal entity that contracts for fire service with the City and their 218 process is separate and distinct from the City. Fire Chief Snyder also indicated community outreach was done via meeting with public groups and open houses at the firehouse, but no individual outreach was performed in the City's Prop. City of Winters 3 Council member Loren discussed her experience caring for her mother and the need to go to Davis for enrichment programming because the City lacked a senior center space to allow for it, and expressed that is why she is sO supportive of this effort. Councilmember Vallecillo thanked staff for their speedy process of hiring an architect and getting a preliminary design and expressed hersupport of the process. Councimember: Casavecchia discussed his concern about the funding required to complete the project above the CDBG funds. He would like to see a final financing plan when the project moves forward and expressed his support of the project. Mayor Biasi discussed the project's history over the past years and requested an update on the plan sets. The City Manager noted that the plans were submitted on time, and the building department reviewed them to the point of receiving a will- serve letter for the project being shovel-ready. First Reading of Ordinance 2024-08 Amending Chapter 9.24 of the Winters Police Chief Miller provided a presentation explaining the proposed ordinance, which would Municipal Code Related to Encampments Within City Limits update the City's camping ordinance to reflect a recent US Supreme Court ruling. Councimember Scianna asked how we were coordinating camping enforcement with Solano County on the other side of the creek. Chief Miller noted we have communication, and they are Mayor Pro Tem Vallecillo asked about involving the county supervisors in the assistance. City Manager Craig noted Solano County Supervisor Vasquez is supportive, but they have two deputies for all of Solano County, SO their response is limited. ITEM 8(C) brought off the table: City Manager Craig reported the results of the Prop. 218 ballot tabulation: There were 637 valid ballots were counted with a total weighted assessment value of $188,465.59, for the purposes of counting assessment ballots. The Yes votes totaled $96,987.07, or5 51.46% of the returned valid ballots. The No votes totaled $91,478.52, or 48.54% of the returned valid ballots. Since there were more weighted Yes votes than No votes, there was no majority protest, and Council could consider whether to approve the assessments. The Council took up Resolution 2024-53.
