City Council Meeting September 24, 2024 1. CALL TO ORDER: 2. ROLL CALL: Regular Meeting called to order at 6:00pm by Mayor LeBarre. City Council: Mayor Mike LeBarre, Council member Carlos Deleon, Mayor Pro Tem Carlos' Victoria, City Staff: City Manager Steven Adams; City Attorney Roy Santos; City Clerk, Erica Sonne. Council member Rob Cullen (absent), Council members Oscar Avalos. 3. FLAG SALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENTS: None 5. SPECIAL PRESENTATIONS: None 6. PUBLIC COMMUNICATIONS: None 7. COUNCIL COMMUNICATIONS: Council Member DeLeon stated he had nothing to report this evening. Council Member Avalos stated he had nothing to report this evening. Mayor Pro Tem Victoria stated that he wasn't able to make El Grito but thanked the Chamber for the El Mayor LeBarre stated that El Grito was nice. He attended the Fort Hunter Liggett Micro Grid celebration. The Coastal Commission meeting was in Monterey and the Surf Project is moving forward which means Grito celebration. that people can ride the bus for $2.00 and go where they need to go. City Manager Adams stated he had nothing to report tonight. Assistant City Attorney Chaffin updated the Council on Grocery Outlet. Consideration: Discussion Regarding Mobile Food Vendor Regulations Community Development Director Doreen Liberto introduced this item with al PowerPoint presentation. Francisco Chavez owner of La Potranca de. Jalisco at 201 Broadway. He is for a person getting a business started but he would like to keep the regulations the way they are because ai food truck close to his business could take away from his business. He further explained that he has had lots of positive comments from travelers passing through about the new look of the downtown and he knows that people get tacos and walk down and get ice cream in one direction or walk the other direction to the Joel Silvester from Taqueria 3 Hermanas has a food truck that he can only sell for 2 days a week at La Cucina and it's not enough for he and his family to live off of. He would like to be able to sell more days a week. He needed clarification on what they were talking about. Temporary Use Permits for food trucks are for 61 months on private property and can be extended for 6 months to try to get a permanent location in al brick and mortar. He has come into the city but has been told no even though he has found al location to get set up. He will meet with the planning department next week. Tina Lopez, owner of La Cucina and. Joel is one of her vendors. She feels that 6 months to a year to transition to a brick and mortar is fair. Hel has come to inquire at City Hall about more time if he can find al location, but he has been told no. She does have many people that want to sell the same things come bakery and get a pastry. They stay longer and spend more money. and she can't because of the marketplace she has, she wants choices. He feels that the way things are right nowi is fair for everyone and it works. He doesn't feel that small business food trucks and such doesn't City Manager Adams clarified that we have had several food trucks show interest. We wanted to give make our town look trashy it enhances it. them the opportunity to start and tryi it before they goi into a brick and mortar. Lots of discussion and many concerns voiced by the City Council. City Council is in consensus to receive a presentation on mobile food vendor regulations and options, and directed staff to bring back areas of regulations, restrictions of where TUP's can be, a list of where food trucks can be, and how many food trucks to allow in the city at a later meeting. 12. CITY COUNCIL CLOSED SESSION A. Pursuant to Government Code Section 54956.81 to confer with legal counsel and real property negotiators: City Manager Steven Adams and City Attorney Roy C. Santos, concerning the possible terms and conditions of acquisition of Parcel #026-193-012 and portions of Parcel #026-193-010and Parcel #026-193-007.
