AVALON CITY COUNCIL MEETING TUESDAY, SEPTEMBER 17, 2024-4 4:30 PM 410 AVALON CANYON ROAD MINUTES CALL TO ORDER: 4:30 p.m. ROLL CALL- Present via Teleconference and In-Person: Mayor Anni Marshall, Councilmembers Lisa Lavelle, Michael Ponce, Mary Schickling and Yesenia De La Rosa. Also present: City Manager David Maistros, City Attorney Scott Campbell and City Clerk Gabrielle Morones. PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Manager Following Closed Session Mayor Marshall announced there was no reportable action. WRITTEN COMMUNICATIONS-None. CONSENT CALENDAR-There were 5 items on the Consent Calendar. Motion to approve items #1-#5 made by Lisa Lavelle, seconded by Michael Ponce. (All Ayes) 1. Warrants Approved warrants from the US General Fund in the amount of $732,375.50, one payroll totaling $264,141.95, three electronic fund transfers totaling $100,791.32 totaling $1,097,308.77 for August 26, 2024 through September 6, 2024 totaling. Adopted Resolution No. 24-35 of the City Council of the City of Avalon, 2. 2024 Volunteer Fire Assistance Grant California, Authorizing the Title VI Compliance Plan. Adoption of the Cruise Ship Wharfage Fee Increase 3. Adopted Ordinance No. 1222-24 of the City Council of the City of Avalon Repealing and Replacing Chapter 10-2.402(B) of the Avalon Municipal Code, Use Fees for Harbor Cruise Ship Passengers, and Adoption of findings under the California Environmental Quality Act. Declare Vehicles and Equipment as Surplus Adopted Resolution No. 24-36 of the City Council of the City of Avalon Declaring Specified Equipment to be Surplus and Authorizing the Sale or Disposal Thereof. Authorized the City Manager or his designee to negotiate and execute a contract with Rainy Day Roofing, Inc. to replace the roof of the Harbormaster Building for a not-to-exceed sum of $100,000 as budgeted in the City's Fiscal Year 2024-25 Capital Improvement Plan, Project #207014, Account #10470-6547. 5. Harbormaster Building Roof Replacement GENERAL BUSINESS 6. Building Services Division Request for Proposal Recommended Action Councilmember Lavelle directed staff to compare on-call consulting services versus having a full-time staff person to provide Building Division Services if the City would like to move towards a full-time Building Official at a later date. Authorized City staff to publish a request for proposal (RFP) for consultant services to provide Building Division Services, and On-Call Engineering and Motion to approve made by Michael Ponce, seconded by Lisa Lavelle. (AIIA Ayes) 1.) Made the affirmative finding that no bids were received by the bid deadline. 2.) Authorized the City Manager to negotiate a contract with Jordhal Construction, Inc. per Avalon Municipal Code Section 3-4.206. Motion to approve made by Michael Ponce, seconded by Lisa Lavelle. Adult Use Cannabis Feasibility Discussion City Council heard the presentation and directed staff to have Sagecrest Planning + Environmental when amending the zoning code to recommend potential areas for commercial cannabis facilities.
