MINUTES CITY OF WESTMINSTER Mayor and Common Council Meeting Monday, September 9, 2024, at 7:00 p.m. 1838 Emerald Hill Lane, Westminster, MD 21157 YouTube Channel Link CALLTO ORDER Elected Officials Present: Mayor Becker, Council President Pro Tem Chiavacci, Councimember Dayhoff, Councimember Gilbert, and Councimember Hoff, Council President Pecoraro was absent. MCDANIEL COLLEGE UPDATE Erin Benevento, Chief of Staff with McDaniel College provided an update from McDaniel College and introduced Ms. Leah Somerville, who serves on the college's Student Advisory Council. Ms. Benevento noted that the college has scheduled a' Virtual Job, Internship, & Employer Exploration Fair scheduled for Tuesday, October 1, 2024. Ms. Benevento closed by noting McDaniel's excitement and participation int the upcoming 45th Annual City of Westminster Fallfest. APPROVAL OF MINUTES Ar motion was made by Councimember Dayhoff and seconded by Councimember Gilbert to approve the Mayor and Common Council Meeting minutes of August 26, 2024. VOTE NAYS: None. CONSENT CALENDAR AYES: Councimember Dayhoff, Councimember Gilbert, and Councimember Hoff. Amotion was made by Councimember Dayhoff and seconded by Councimember Hoff to approve the Consent Calendar, which consisted of the following: Approval of Water and Sewer Allocation Committee's recommendation to approve Annexation Waiver 24-03 for Cranberry Elementary School at 505 North Center Street, Westminster, MD (SDAT #07-135610). VOTE NAYS: None. REPORT FROM MAYOR AYES: Councimember Dayhoff, Councimember Gilbert and Councimember Hoff. Mayor Becker noted her attendance at the grand opening ribbon cutting for Sprout's Farmers Market (275 Baltimore Boulevard, Suite 4, Westminster, MD21157) on Friday, August 30, 2024. Mayor Becker also noted her attendance at the Carroll County Chamber of Commerce 100th Anniversary celebration held on Friday, September 6, 2024, Mayor Becker closed her comments by reporting that she attended Masonic Lodge # 46 in honor of their 200th Anniversary on Saturday, September 7, 2024, as well as presented a City proclamation to recognize and celebrate the event. REPORTS FROM COMMITTEES Councimember Dayhoff, on behalf oft the Arts Council, noted upcoming events att the Carroll Arts Center and encouraged all to go to the Arts Council's website to see information on all their upcoming events Council President Pro Tem Chiavacci on behalf of the Public Safety Committee, noted that Chief Ledwell and Deputy Chief Price are attending the Annual Maryland Chiefs of Police Association (MCPA) Professional Development Conference. Council President Pro Tem Chiavacci also noted that Lt. Motion to go into a Closed Meeting Councimember Hoff moved and seconded by Councimember Dayhoff that the Common Council adjourn into a Closed Meeting, at the conclusion of the meeting of September 9, 2024, in accordance with the General Provisions Article of the Annotated Code of Maryland, $3-305 (b)(7) "to consult with counsel to obtain legal advice" and (b)(8) "to consult with staff, consultants, or other individuals about pending or potential litigation". Approval to Waive the Competitive Procurement for Good Cause, under City of Westminster Code Chapter 36 "Procurement and Contracts" Subsection 36-4 Specific Regulations, to authorize C.J. Miller LLC, to repair and resurface the roadway at Spring Meadow Drive and Councimember Gilbert moved and seconded by Councilmember Hoff to approve to waive the competitive procurement for Good Cause, under City of Westminster Code Chapter 36 Procurement and Contracts" Subsection 36-4 Specific Regulations, to authorize C.J. Miller LLC, to repair and resurface the roadway at Spring Meadow Drive and' Wyndswept Wayi in the total amount of $44,802.00. City Administrator Imhulse noted her 3rd Annivsary with the City of Westminster. Director of Recreation and Parks Gruber provided additional highlights not previously mentioned fort the upcoming City of Westminster's 45th Annual Fallfest scheduled event that will start on Thursday, Department of Recreation and Parks September 26, 2024, and go through Sunday, September 29, 2024, at City Park. Department of Public' Works Labor Day weekend. Director of Public Works Summerhill provided an update on a watermain break that occurred over the Department of Housing Services Director of Housing Services Brown provided an update on the City's waiting list. Director Brown also provided a recent success story of a applicant who was placed into permanent housing. 3 Community Planning and Development Director of Community Planning and Development Depo noted that the Planning and Zoning Commission held a special meeting on August 29, 2024, with the purpose of the meeting is to hold a work session for two residential projects: The Willows (40 2-over-2 market rate rental units), located northeast of Pennsylvania Avenue/Sullivan Road; and Sunny Place Condos (48 market rate condos) Director of Community Planning and Development Depo noted that there were no agenda items for the Director of Community Planning and Development Depo reported that on September 4, 2024, the Historic District Commission addressed the following: Provided Historic District Architectural Referral comments for 222 East Green Street (Sunny Place Condos); Reviewed proposed demolition permit procedures; Discussed preparation of the Celebrating America Fall History Expo on October 5, 2024, at Exploration Commons; and Discussed the Historic District Inventory Project and the Nation's 250th Director of Community Planning and Development Depo closed by reporting that on September 19, 2024, the Planning and Zoning Commission is scheduled to hold a public hearing for the Sunny Place located at 222 East Green Street. Westminster Police Department (WPD) Captain Peters provided the highlights that were followed by the City ofWestminster Police Department on September 3, 2024, as students/teachers returned to school. He noted that all emails received would be shared with the Mr. Richard Keen, 20 Liberty Street, addressed the Common Council on the status of the parking Mr. Hugh Meredith, McDaniel College Student, addressed the Common Council to thank the Mayor and agreement with Westminster Square Condominiums.
