Members present were, Mr. Larry Jackson, Councilwoman Laurie Marchini, Mr. Tim Hoffman, Mr. Nathan Williams, Mr. Justin Paulman and via phone were Ms. Lynda Lambert. Others in attendance were, Ms. Ruth Davis-Rogers, Historic Preservation Planner/Grants Management and Ms. Chelsea Rexrode, Codes Technician. The applicant's present were Scott and Lexie Haines. There was a citizen present, Christopher Davis. Chairman, Mr. Larry Jackson, called the meeting to order. He read the following statement into the record: "The Cumberland Historic Preservation Commission exists pursuant to Section 11 of the City of Cumberland Municipal Zoning Ordinance. Members are appointed by the Mayor and City Council and shall possess a demonstrated special knowledge or professional or academic training in such fields as history, architecture, architectural history, planning, archeology, anthropology, curation, conservation, landscape architecture, historic preservation, urban design, or related disciplines. The Commission strives to enhance quality of life by safeguarding the historical and cultural heritage of Cumberland. Preservation is shown to strengthen the local economy, stabilize and improve property values, and foster civic beauty. The Cumberland Historic Preservation Commission operates pursuant to State of Maryland 1977 Open Meetings Act and therefore no pending applications shall be discussed between or amongst Commissioners outside the public hearing to determine the disposition of the application." At last month's meeting there was a recommendation to fine the business $100/ per day retroactive to 6/12/24, if they did not attend this September's meeting. Replace the awning (See image. A) The existing awning is faded and needs replacement. The proposed replacement is identical in size and shape and will be fabricated and installed by Warner's Health & Patio on Virginia Avenue. They made the existing 20-year-old awning. Street-facing signage (See image A) We will replace existing street-facing signage with interior vinyl lettering on the windows. We will consult with the appropriate City offices for this. Restore single-pane window on left/east (See images B-J) Inl February 1952, a fire ravaged some buildings next to 47 Baltimore Street in downtown Cumberland. Soon after, the building owners replaced the single-pane window on the left or east side of the building with: a double-pane. This change may have been to reduce the repair cost or due to the lack of availability ofal large single pane. This proposal will restore the window's original condition as a single pane. Restoring the window will also improve visibility into the building and help the building's street appearance to be historically consistent with other nearby period buildings, such as the Lazurus building at 55 Baltimore Street. Remove the nook and re-orient the second floor door (see images K-L) The entrance to the second floor is currently inside ai nook on the left (east) side of the building. We would like to enclose the nook behind a lockable glass door by re-orienting the existing glass door 90 degrees from its current location. We propose using the existing door and orienting it 90° from its current position. We plan on opening al business on the: second floor, and wei need a welcoming, ADA-compliant entrance for customers. The nook is problematic for us from several 1) Access to the second floor through the existing door is not. ADA-compliant. A disabled person would first have to navigate a step and then hold a heavy door open for themselves while at the same time getting seated in a stair chair lift. There is currently no space for a wheelchair between perspectives: the door and the first stair. 2) The nook is unsafe and prone to filth. People use the nook as a place to relieve themselves, vomit, throw cigarette butts, and use drugs. Iti is a good place tol hide. 3) People do not like going into nooks. Here are some oft the reasons: 1.1 Lack of Visibility An entrance tucked away into a nook is often less visible from a distance, making it challenging toi identify and creating uncertainty for people approaching the building. A nook entrance lacks that openness and visibility, which can create confusion orl hesitation, leading to feelings of discomfort or even avoidance. 2. Psychological Impact of Enclosure Architecturally, nooks create a sense ofe enclosure, which can evoke feelings ofl being trapped or confined. When used as an entrance, this sense of enclosure can make the space feel cramped or overly intimate, deterring people from approaching. Psychologically, open spaces are more inviting because they allow people to see what lies ahead and assess their surroundings comfortably. In contrast, ai nook can give the impression of being hidden or secretive, which may feel unwelcoming or even unsafe. 3. Disruption of Natural Flow (Architectural) Architects design entrances to direct and welcome movement, guiding people naturally into the space. A nook disrupts this flow by forcing people to divert or change direction awkwardly, breaking the natural, intuitive path into a building. The movement is no longer fluid. This can create an obstacle in the visitor's experience, making the entrance feel more like al barrier rather than an inviting passage. 4. Potential for Shadow and Darkness Nooks are recessed, which means they may not receive as much natural light as more open entrances. The shadows created can make the space feel dark, hidden, or unsafe. Perceptually, people tend to feel less comfortable entering spaces that are dimly lit, as darker spaces are often associated with insecurity or danger. A well-lit entrance is key to creating a welcoming, open atmosphere that invites people inside. 5.1 Psychological Effects ofIsolation Ar nook can create a sense ofisolation, as it is typically set apart from the rest oft the structure. Instead ofoffering an open, communal, and engaging space, ai nook gives the impression of being separate from the building's main functions. Psychologically, people are drawn to entrances that feel connected to the overall environment, symbolizing inclusion. An isolated entrance can be perceived as distancing or exclusionary, thus feeling less inviting. 6.A Ambiguity and Confusion A1 nook as an entrance can create ambiguity about where to enter, especially ifit is not clearly marked or lacks visibility. This confusion can cause anxiety orl hesitation, as people are unsure whether they are entering the correct place. Lack of Symbolic Grandeur Architecturally, wide-open entrances are symbolic of openness, warmth, and invitation. A nook is often ai more modest, even hidden, feature that lacks the welcoming aspect ofai more expansive entryway. Architects used black Carrara structural glass widely in the early 20th century for facades. This material is no longer 1) The best source for a single panel might be through an antique dealer, like Vitrolite Specialist. 2) Some modern glass panels mimic the appearance ofblack Carrara glass. These panels are durable, non-porous, and can be custom-made with a glossy, opaque finish similar to the deep, reflective surface of Carrara glass. They are also lightweight compared to traditional structural 3)1 Large-format porcelain panels can be glossy and black. They are commonly used on facades 4) High-pressure laminate panels can be fabricated with al high-gloss, black surface that closely matches Carrara glass. These panels offer durability and flexibility and are often used to replicate manufactured, but several options are available for replacement. These are: glass, making them easier to install. One manufacturer is Guardian Glass. today. They have a durable finish, are weather-resistant, and are lightweight. the look of Carrara glass. Vendors include Trespa and Formica. Toi replace this panel, we would explore which oft these materials offers the best combination of match and durability. Replace mirrors (see images O-R) The mirrors to thel left and right ofthe front door are damaged. These can easily be replaced using a service like Glass Service in Cumberland. Replace rug (see images S-T) The entrance vestibule is currently a combination of glossy checkerboard tile and an outdoor rug. The checkerboard tile is very slick when wet, and the current building owner. has placed a mat over the tile to prevent people from slipping. The: rug is filthy from years ofuse. For al heavily trafficked retail store entrance with concerns of wetness and safety, we would like to use a replacement for the slippery checkerboard tile that prioritizes slip resistance, durability, and ease ofr maintenance. Here are some alternatives we would like to explore that balance safety and cost-effectiveness: Textured Porcelain or Ceramic Tiles with a Matte Finish) Porcelain or ceramic tiles are durable and can be made slip-resistant with a textured or matte finish, which provides more grip than glossy surfaces. They are inexpensive compared to premium materials and easy to maintain. Concrete with a Non-Slip Sealer or Finish Concrete could be a great option. We can treat it with a non-slip sealer or textured finish for better traction. Iti is highly durable and can withstand heavy foot traffic. We would stain or polish the concrete to give it a stylish appearance while being functional. These could include: Low-Pressure Washing: A low-pressure water wash, sometimes known as "gentle washing," can help remove dirt and stains without damaging the stone.
