Mayor Pro Tem Wolff and the following Councilmembers were present: Linda Hamilton, Adrian Welle, Jerry Smith. Mayor Miller was absent. Also present were City Administrator, Chris Hubbard, City Clerk, Tammy Brunson and City Attorney Clint McCahill. Call to order: Mayor Pro Tem Wollf called the meeting to order at 9:00 am. I. Mayors Comments: Mr. Wolff asked that as a city we come together and pray this week and make sure you take the time to do that. While we pray, ask for things like peace, healing, strength, and comfort so they can City Council Report: Mrs. Hamilton, Mr. Snith and Mr. Welle had no comments ati this time. Mr. Wolff is looking for guidance. We are 2 months into the budget year and as a team we have not looked at our finances together. He would like a monthly report showing expenses, what the actual budget is, current monthly and yearly numbers and a percentage to know where we stand. He would like a representative from Carr, Riggs and Ingram at the meeting to answer questions ifr need be. Hei is tasking Council to get with Chris get through this tragedy. II. and get a plan together going forward. III. Citizens Comments: Tim Linderman asked about the speed limit on 15th St. Possibly a reduced speed ahead sign could be installed. He also asked Council to investigate city wide regulations for E-bikes. Lisa Logan talked about stormwater drainage after the recent heavy rain and asked what the plan is for the future. IV. Consent Agenda: Meeting minutes were brought to the table. Mrs. Brunson stated that the minutes from the November 20 2023, meeting did not need to bei included as they were approved at the November 28, 2023 meeting. Mr. Welle motioned, and Mrs. Hamilton seconded to approve the meeting minutes for the regular council meeting on November 14, 2023. Motion passed unanimously. V. Scheduled Appearance: Brandy' Wood-Jessen with the Driftwood Inn addressed council asking for permission to rebuild the chapel that was located at the Driftwood Inn before the storm. The Development Order that included the chapel and the building permit that were approved in accordance with Ordinance 739 is no longer valid because ofa a change with the building contractor and Ordinance 739 has since expired. Mr. Welle motioned, and Mrs. Hamilton seconded to approve the rebuild of the chapel per the previous submitted permit request. Motion passed unanimously. Planning & Zoning Board appointments for expiring terms were brought to the table. Post 2, Lee Ellzey and Post 4, Rock Kries were both due for re-appointment. Lance Watson with SCE and David McCullough withJV Warren Construction were present to answer questions Open public comment at 9:29 am - Tim Linderman is concerned about the elevation oft the property and if it will flood the neighboring lots. Public comment closed at 9:30 am. Several concerns were raised about stormwater management. David withJ Warren Construction explained they can go ahead andi install and grade drainage ditches on both sides oft the property. Mrs. Hamilton motioned to table the item until the ditch work in complete. Lance Watson explained that they are not authorized to do any work on the property until they have the Development Order. No second was made. Mr. Welle motioned, and Mr. Smith seconded to approve the Development Order with the stipulation that the drainage ditch work must be completed within 30 days, or the Development Order will be 4. Mr. McCahill stated that Mayor Miller was very involved with the agreement negotiations and felt strongly about the construction of the 4200 ft water line. Mr. Smigielski commented that the Charter Review Committee did discuss term limits but felt it did not rise to thei importance level for this round of changes to the charter. Citizens Comments: Lisa Logan asked where the water shutoff in the city was going to be. Kristy McElroy spoke about fraud with FEMA, COVID and State refund funds in Port St. Joe. Carter Dorsch asked for the mayor's response tot the Facebook post that she does not have software access, he also announced a recall petition signing event.. Jody Moore explained that your need to remember why you voted for the mayor and stated read only access is not full access. She read the criteria to recall and elected official and said none of them apply to Mayor Miller. Gary Woodham stated this is the city's agenda and that nonresidents are making problems for the residents, he asked for the meeting to be conducted fort the city. Lisa Harper wanted to discuss the Parker Park entrance to the Sweetwater development, she will hold her comments until thei item is brought to the table. Mary Kenny addressed Mr. Wolff and said you can not shut off people from talking at a public meeting. She also stated regarding the lawsuit, financial information would have to be turned over if requested. Cindy Jolly stated business wise if youl have a need for certain information, you should have access to it, but ifiti is for personal use, it should not be available. She thinks al lot of this has been blown out of proportion or just a misunderstanding and we should not have to end upi in court over this. IV. Discussion to move the Sweetwater entrance out of Parker Park was brought to the table. Mr. Hubbard explained other options for the Sweetwater entrance and is looking for guidance from Council and the public. Open public comment at 7:33 pm Gary Woodham recapped what was originally promised by the developer. He wants the entrance off of 36th St and that the residential roads are not built for this kind of traffic. Nancy Faulk stated per the LDC1 this development only requires 1 entrance and this has 56 entrance points. Per1 this information she suggests using N 31 St as the entrance point with al bridge over the canal. Lisa Logan stated it was never approved to use Parker Park as and access point and this is not the time to spring this on the residents of 27th St. Tom Collicio said residents do not need this development. Lisa Harper there are other options not to use 27th St or Parker Park and asked ifa another traffic study has been done. Closed public comment at 7:48 pm. Mr. Wolff is all for making Parker Park the center of town and making it beautiful, but residential streets are not made for this kind oft traffic. Mr. Hubbard explained the new playground is ready to bei installed and wants input on its location in the park. WHEREAS, the City Council has determined that it is in the best interests of the people of the BE IT RESOLVED BY THE CITY COUNCIL OF MEXICO BEACH, FLORIDA: Section 1. (C) Holidays When the day for a regular meeting falls upon a day which isa a legal holiday or election dayi in this state, the meeting shallb bel held the next Wednesday or as otherwise (D) Procedure and Meeting Records.
