July 23, 2024, at 4:00 pm at the Public Works Building in Mexico Beach. Mayor Wolff andt thet following Councilmembers were present: Lindal Hamilton, Jerry Smith, Tim Linderman and Jason Adams. Also present were City Administrator, Chris Hubbard, City Clerk, Tammy Brunson and City Attorney Tim Sloan. I. II. Call to order: Mayor Wolff called the meeting to order at 4:00 pm. Mayor Wolff explained the reason fort the special meeting was a personneli issue with City Administrator Chris Hubbard making an offensive post to his Facebook: account. was brought to the table. During public comment Karen Lankford, Michele Miller, Cindy Arnold, Alex Hogan, Bill Hamiton, Michele Miller, Margorie Peck, Brad Gartner, Michele Miller and Wanda Donald all made statements supporting the termination of Mr. Hubbard due to the offensive post. Bruce VanArsdale asked what was said and was there anything negative in his personnel file. Chris Phillips stated Mr. Hubbard was moving the city forward. Mr. Hubbard then read a statement in his defense. After extensive discussion at the table whether to reprimand or terminate Mr. Hubbard, Mrs. Hamilton motioned, and Mr. Linderman seconded to terminate Mr. Hubbard immediately. Motion passed with a 41 to 1 vote. No vote was Mr. Smith. After the vote was taken Mr. Sloan read at termination letter and asked Mr. Hubbard to gather his belonging and leave. Surveying is completed, they will: start identifying critical areas street by street. She would like to hold a community workshop sometime in September. She will schedule something in the next couple of weeks. Ms. Nation was available for questions. IV. Regular Business: 1. Update on the city audit was brought to the table. Mayor Wollf updated everyone on the conference call with the. JLAC Auditors. The audit is not finished, andi it was very informal, but he went over some on the finding that would be noted on the final report. All are procedural not financial. Mayor Wolff said he has seen the preliminary FY22 Audit and there are no surprises. He also stated CRI is ready to get started on the 2. UIVY25,2024-200PM The City of Mexico Beach City Council met in a special meeting on Thursday July 25, 2024, at 2:00 pm at the Public Works Building in Mexico Beach. Mayor Wolff and the following Councilmembers were present: Linda Hamilton, Jerry Smith, and Tim Linderman. Also present were City Clerk, Tammy Brunson. I. II. Callt toorder: Mayor Wolff called the meeting to order at 2:00 pm. Regular Agenda: 1. Mayor Wolff explained the reason for the special meeting was to address the Interim City Administrator position. He stated he spoke with Mell Smigielski and he is willing to filli in as the Interim untila replacement can be hired. He went over the contract details they worked out. He will be paid $2,000.00 per week and travel expenses if needed with prior approval from council. He also stated that assistance from Adrian' Welle would be an asset in helping with the budget process. Mr. Welle will be hired on an as needed basis, with council oversite for $50.00 per hour. Open Public Comment at 2:05 pm - Marc Rice said he thought Mell would be good for the position and are there goals to achieve. Michele Miller asked what value Mr. Welle will bring toi this team. She asked about the history of finances while he was here int the past and she does not think he willl be an asset. Steve Cox said he supports Mell and is the Finance Director still in the mix. John Harell asked ift the jobi is posted and to what capacity Mr. Welle willl bei involved. Closed public comment at: 2:09 pm. Mr. Linderman liked the plan and as al backup FLC offers interim servicesas well. Mrs. Hamilton is good with Mell but would prefer to use CRI on an hourly basis for budget assistance. Alarm System amendment was brought to the table. Mr. Smigielski explained that the original quote council already approved did not included the water plant and MX1. The additional amount will cover everything the city has. Several questions included why this was not noticed before hand and could we negotiate the price. Mr. Smith motioned, and Mr. Adams seconded to approve an additional $27,977.00t to purchase the Data flow Alarm System and amend the budget accordingly. Motion passed witha3to2vote. 2. Update on the City Administrator and Finance Director applications was brought to the table. Mayor Wolff explained the posting for the Finance Director position has already closed and we received 9 resumes. There are 20 resumes fort the City Administrator position which closes on August 23rd. He passed out a timeline for the application process that he would like to follow.
