Pomona Park Town Council Meeting Minutes of August 13, 2024  Mayor. Joseph Svingala presided. Council present were Lynda Linkswiler(absent), CarrieAnn Evans, Patricia Mead, Alisha Kuleski, Town Attorney Don Holmes, Town Clerk Andrea Mayor Joe led ini the Pledge of Allegiance with a moment of Silence for M. Hugh Gahagen and Shirley Simone along with the Palatka High School Student Robert Gillins  Almeida, Finance Officer Jennifer Paul  Meeting Began 6:00pm  Mayor Svingala welcomed the audience. Town Clerk Read Correspondence  July 09, Budget' Workshops of. July 10, July 19, Special Meetings July 19 and August 2, 2024. Councilwoman Evans motioned to adopt meeting minutes of June 11,2024, and  Councilwoman Mead 2nd the Motion. No questions.  Motion passes unanimously. PRESENTATION  Larry Flaman-River to Sea Loop---Handout  Larry Flaman read his handout to the Council. Mayor Joe asked the audience if they had any questions and stated he would not appoint anyone to this committee. He also doesn't feel comfortable sending a bike trail down Sisco past the lake. Mayor. Joe suggested to Larry  that he be the representee for the river to seal loop.  PROCLAMATIONS None  UNFINISHED BUSINESS, INCLUDING COMMITTEE REPORTS  Jennifer Paul Treasurer- Check Register and Trial Balance  Jennifer explained the financials and asked if anyone had any questions. Councilwoman  Evans asked abouti the RollKoll. And transfers. Jennifer will follow up.  Bruce Wolfred- Post Storm Report  Bruce explained the effects of the damage of Hurricane Debby. Bruce mentioned Town Clerk assisting with the emergency services in Town and helping with the down debris.    a  Councilwoman Kuleski asked about the Emergency andworking with the county and the  process. Bruce explained the process  process of the loss of power.  Councilwoman Linkswiler and Martha Mann-Beautification  Report  Mayor Joe asked for councilwoman Linkswiler to be motioned to excuse her and Councilwoman Martha Mann- explained that the breakfast was fantastic. Extra $700 made in sales. Fall registration for the The Mural contest has begun with Erin Delany from the someone from the Arts Council and Upcoming Events- Friends of Dunns Creeks Serving Hot Waffles with be the special. Sat Nov 2 Councilwoman Mead spoke about the Committee helping plants. She would like to thank them for Larry Flaman asked about the price for1 the mural. $400 cash prize and the materials are being  excused Councilwoman Evans Mead 2nd the motion. The vote was unanimous.  tables were needed. Over  garden has begun.  High School. We are still asking for Dogs for Fishing 101. Christmas Raffle- Ryan Blue is making cheeseboard for the raffle.  New Business  Bid for Culverts- Bruce Wolfred Mayberry and Sons LLC$14,860- Mead 2ndther motion. The vote was  Councilwoman Evans motioned to approve for Mayberry and  Sons LLC and Councilwoman  unanimous.  Seth Hearing Dates for BudgetHearing September 5th first hearing and the. 24th  Adiscussion was had about when the open seats would bei filled. Councilwoman Kuleski motioned toi fill the vacant seats with Mark  Cooney. It died with al lack of a second.  Swanson and Donna  Town Clerk and Finance Officer School Approval    3  Councilwoman Evans motioned to allow Town Clerk and Finance officer to goi to clerk school and finance school Oct 13-17, oct 21-25, Jan 7-10, July 13-16, Councilwoman Mead  2nd the motion and the vote was unanimously approved.  Resolution 2024-06 Everyone's Having a Yard Sale  Councilwoman Evans motioni to adopt the resolution 2024-06 and Councilwonan Kuleski  2ndt the motion. Two sheriffs for 8-2, The motion passes unanimously.  Resolution 2024-07 Establishing a' Youth. Advisory Committee  Councilwoman Kuleski motioned to adopt the resolution and Councilwoman Evans 2nd the  motion.  The vote was unanimouslya approved. to allow $5,000 to go into the budget.  Youth Council Budget- Alisha volunteered to be the liaison for the council. Approval  Approval for FDOTTraining for Staff  Councilwoman Mead motioned to allow for Stafft to go toi the FDOT training and Councilwoman Kuleski and Counciwoman Evans 2nd the motion. Larry Flaman- stated that he thinks it's very valuable information.  The vote is unanimous.  DISCUSSION BY TOWN COUNCIL OF MATTERS NOT ONTHE AGENDA Councilwoman Kuleski explained about a situation with a deputy and some children in Mayors Park without supervision, also ini the street with no supervision. Ifwe have signs Mr. Holmes explained that if you post a sign and don't enforce iti then you're opening  maybe wel have some teeth with the law enforcement.  yourself up to liability.
