Town Clerk Read Correspondence and Special Meetings of 9/5 Councilwoman Mead 2nd the motion Councilwoman Evans motioned to adopt the meeting minutes of 8/13, 1st Budget Hearing No questions. The vote was unanimous. PRESENTATION Madeline Tessaro and Aabrianna Rubio Aslideshow of the little libraries was given. Maddy is looking to add one if noti two little Bruce stated that Mayors Park would be a nice location, on the inside of the pavilion. libraries. Targeting elementary age children. Public Hearing Items Comprenensive Plan Update Robert. Jordan N.E.F.R.C. to assist ini the comprehensive update. To reflect statutoryu update to meet compliance. Mr. Jordan explained the comment the town received about the level of service tol be in compliance. The mixed-use district did not have a density use with it and itwas recommended to add the minimum allowed. Recommend to strike through the text when the plan is adopted. No comments have been received from any other districts. The time frame has now gone from ten years to twenty years. So, the new plan will be 2045. 1 a Town Clerk read the Ordinance no 2024-02 by title only. the change that the policy A-1-1.5 be stricken from the plan. Councilwoman Evans motioned to adopt Ordinance 2024-02 the comprehensive plan with Councilwoman Kuleski 2nd the motion. The vote was unanimous. UNFINISHED BUSINESS, INCLUDING COMMITTEE REPORTS Jennifer Paul Treasurer- Check Register and Trial Balance Jennifer explained the financials and asked if anyone had any questions. Tree Board Report Councilwoman Mead The last storm created al lot of damage ini the town with down trees. The Live oaks at town hall have been trimmed by FPL. The Public' Works Department has spent 79 hours working on the trees. The Public Works has developed a new: spread sheet. The date fort the 2025 Arbor Day. Starting in. Jan will be our 35 year. Jan 10, 4pm 2025. The third Friday is the date other cities use. The ball field was suggested to plant at tree or along Broward Ave. The edge by Broward might be a good place. A large Oak tree should be planted. Crypt Myrtles will be givenaway. Pomona Park Arbor Day is. Jan 10, 2025, At 4pm. Bruce Wolfred- gave a storm update for Tropical Store Helene. The staff have been participating ini the local EOC calls. The effects should start Thursday with the storm intensifying. The trees are weakend right nowi from all the rain we have had. Public' Works has completed the 48-hour prep and now we wait. Emergency Item Added to the Agenda Mayor Svingala read allowed the Declaration of Emergency 2024-02. Councilwoman Evans motioned to adopt the Declaration of Emergency and Councilwoman Kuleski 2nd the motion. The motion unanimously approved. 2 3 Councilwoman Linkswiler motioned that Beautification serve food after the storm and be reimbursed. Councilwoman Mead 2nd the motion. A discussion was had. Martha explained ifthe Town receives any damages, then only will they open up. Suggested thatt the Mayor or the Clerk approve the opening of the building. The information would go out with signs and social media. Breakfast and Lunch will be served. Tony Cuevas- retired FPL1 the word of mouth is a good way to get the information out. Town Attorney explained that you need to be careful about inviting people out after a storm. Bruce explained the process of EOC and the different staging of catastrophic events. The State offers a system and works with the municipality to have supplies distributed. Councilwoman Linkswiler withdrew her motion. Public Works Truck Quote Bruce explained the quote is from the Sheriffs State Contract. Councilwoman Evans motioned for the approval of the town to order the truck for1 the budget year 24-25 and Councilwoman Mead 2nd the motion. Quote attached. The vote was unanimous. Public Works Mayors Park Septic Tank The septic tanki is backed up again at Mayors Park. The price is $10,785 to replace the septic system. Councilwoman Mead motioned to approve Turner Septic and Councilwoman Evans 2nd the motion. They vote passed unanimously. Counciwoman Linkswiler and Martha Mann-Beautification Report Breakfast sold 90 meals. The Dunns Creek Event $176i ini food sales. The Community Garden beds are open. WHEREAS, the Town of Pomona Park recognizes the importance of responsible pet ownership and population control to ensure the well-being of animalsi in our community; WHEREAS, ARK Animal Rescue Konsortium is committed to addressing thei issue of pet overpopulation through the establishment of an affordable spay and neuter clinic; WHEREAS, the Town of Pomona Park acknowledges the positive impact of affordable spay and neuter services in reducing the number of unwanted animals, controlling stray populations, and promoting overall animal health; WHEREAS, ARK. Animal Rescue Konsortium has demonstrated its dedication to the welfare of animals and has the expertise to operate as spay and neuter clinicsuccessfully;: WHEREAS, thel local Animal Rescue Konstortium (ARK) has taken the initiative to do something about the overpopulation of dogs and catsi in our county andi is actively seeking a grant through the United States Department of Agriculture (USDA) to establish an: affordable freestanding, mobile spay and neuter clinic; NOW, THEREFORE, BEI ITI RESOLVED byt the Town Council of Pomona Park that: Section 1:Thel Town of Pomona Parki fully supports ARK Animal Rescue Konsortium in its efforts to establish an affordable spay andi neuter clinic within the community.
