City of Mexico Beach MONDAY,AUGUST5,2024-6,00PMI Planning & Zoning Meeting Minutes The City of Mexico Beach Planning & Zoning Board met in a regular meeting on Monday August 5, 2024, at 6:00 pmi in the Public Works Buildingi in Mexico Beach. Board members present were Lee Ellzey, Julie Gardner, Steve Cox, Jack Kerigan, Erik Fossage and Larry Henderson. Rock Kries was not present. Also present were Interim City Administrator, Mell Smigielski, City Clerk, Tammy Brunson and City Attorney, Tim Sloan. I. II. Call to Order: Mr. Kerigan called meeting to order at 6:00p p.m. Consent Agenda: Mrs. Gardner motioned, and Mr. Ellzey seconded to approve the meeting minutes from. July 8, 2024. Motion passed unanimously. Mr. Kerigan asked the City Clerk to please review and proofread the minutes. III. Regular Agenda: Salt Creek Temporary Parking Lot Development Order. Allara Mills Gutcher with tpc presented this development order that was received by Dewberry Engineers on behalf of St. Joe Company for development of a temporary parking lot at the end of the turn on Canal Parkway. It is approximately 1 acre andi is in the tourist mixed use zoning district. It also includes a pathway that comes from the north side of Hwy 98 under the bridge and down into this area. Ms. Gutcher stated that the wetland setbacks, impervious surface, and the lot itself was looked at. The Parking lot is located within the Flood zone X which is outside of the flood plain and what was submitted is in compliance with the comprehensive plan as far as planning but there are some engineering comments that need to be addressed by the applicant. She also stated the term temporary needs to be defined. Public Comments: DarylCarpenter, Canal Parkway, asked ift this is temporary why does it have to be paved and where isr runoff water going to go? Laney Bruner, Canal Parkway, asked how many parking spaces and how long will parking City Attorney stated that this is a quasi-judicial proceeding and technically anyone speaking must be sworn in. The City Richard Pfuntner, engineer with Dewberry, explained that this temporary parking lot on St. Joe property and was included in the Salt Creek Phase II DO as a conditional approval discussed by the City Council. This will be a public beach access gravel parking lot. The stormwater has been addressed and there will be 62 parking spaces. Jenna Carpenter, Canal Parkway, asked what Salt Creek Phase Ili is going to consist of. Lisa Logan, Mexico Beach, stated that it was her understanding oft this parking lot was to move people ini this development to this area was to alleviate traffic and congestion down Hwy 98. Howi this is goingt tol benefit the City. Julie Gardner stated that the whole purpose of this parking lot was to have somewhere for this new development to have beach access for their residents. Lisa Logan, Mexico Beach, stated shei is not against the parking lot but she is questioning the entry and exit of this parking lot. Mr. Kerigan asked how people are going to get from the sidewalks to the pathway under the bridge. Mr. Pfuntner explained they are maintaining the ADA accessible route and there would be a path with a! 5ft sidewalk and a shallow slope to get down to the bridge area. Laney Bruner, Mexico Beach, asked someone to explain what they mean by temporary. Mr. Pfuntner stated he could not give at time frame for this temporary parking lot and developers want to come up with a more concrete plan fora a permanent parking lot. Erik Fossage,asked where the sidewalk was going tog go. Mr. Pfuntner stated sidewalks will run ini front of The Crossings and they would be 6 feet. Daryl Carpenter, wanted tol know who will maintain this parking lot and the additional parking lot that will be added on. City Attorney, Tim Sloan asked ift thei two parking lots willl bei interconnected between the two and Ms. Gutcher stated they are abutting each other and would share a property boundary. Mr. Sloan asked how they would transition from temporary parking to permanent parking and how they are going to expect Mexico Beach to address it? lot be there. Daryl Carpenter, Mexico Beach,is wanting to confirm who oversees this parkingl lot. Mr. Sloan asked the engineer if they were proposing to actually physically connect the City's parking to the St. Joe Company parking and will there be some type of barricade in place. Mr. Pfuntner stated that there is a proposed drive coming from the edge of Canal Parkway to their property. They will come through the temporarygravel. drive tot their parking lot andi the parking is outside of the city'sproperty. Mr. Sloan asked how people would get from one parking lot to another, and engineer stated they would have to come back onto Canal Parkway. Mr. Kerigan stated he saw on map in the packet that there would be ropes and post barriers separating the two lots. The engineer stated that there should be some type of easement in place and will talk to St. Joe concerning the easement. Mr. Kerigan stated that the City had received a couple of emails concerning this item and they were includedi for the record. John Carlton, daughter owns property on Canal Parkway, stated that there needs morei traffic control on Canal Parkway but appreciated all the P&Z for what they do. Public Comments closed at 6:44 p.m. Erik Fossage asked residents how beach traffic was on Canal Parkway and do they oppose the entrance of the parking lot. Mr. Kerigan re-opened public comments at 6:46 p.m. Alexandria Johnson. Canal Parkway, is fine with location of parking lot but concerned with the traffic and would rather the entrance come off of Hwy 98. She stated that the beach traffic had not been bad this year. Laney Bruner, Canal Parkwy, not opposed of parking lot but would rather have entrance come of Hwy 98. Jenna Carpenter,Canal Parkwy, asked if there was another place to access the beach than canal parkway for this parking lot. The engineer explained reasoning behind them not being able to come off Hwy 981 toi the parking lot. Closed Public Comment at 6:56 p.m. Much discussion at the table. Mr. Fossage asked why this particular spot was picked for this parking lot. Ms. Gutcher stated she thought it was convenience for the parking lot to be on the southside and for the entrance on Canal Parkway. Mr. Kerigan stated he uses Canal Parkway and has for many years, and he felt that people would use this parking lot rather than parking in resident's driveway. Mr. Ellzey stated that parking was an issue and that he as well utilizes this area. It has not been too crowded when he has been and he is ini favor of the parking lot. Ms. Gardner asked Mr. Sloan if St Joe Co. does not put parking lot int this spot then what would prevent them to use Canal Parkway in the future to access their property. Mr. Sloan stated if it is a City street and there is an easement there and depending on the terms of the easement, the developer could use for other purposes. Mr. Henderson asked if this is the onlys spot where parking lot could go? Mr. Fossage would liket the developer to come back with a possible entrance off of Hwy 98 ande easement. Mr. Henderson wants to make al list of concerns and come back with those and table for now. Mr. Fossage is leaning to table as well until they can come back and address concerns that have been brought to the table tonight. Mr. Ellzey does not think iti is fair to the developer to keep putting it off. Mr. Kerigan asked whyt the entrance cannot come off Hwy 98. Engineer stated that the requirements were not met. That there are wetlands to the west, floodplain requirements, environmental protection and DOT requirements. Mr. Kerigan asked engineer to bring back llustrations. Mr. Fossage motioned to table and ask developer to return with potential options for road access. Ms. Gutcher asked to address the engineering discrepancies, address access easements, and give a definition oftemporary. The motion will include to table to the next meeting and that the developers willl have proposed options to Allara by August 12, 2024. Mr. Henderson seconded the motion. Project Description A commercial development order application was submitted by the applicant for approval of a 44,365 square foot (1.02 acre) temporary gravel parking lot with an associated dry retention stormwater management facility. The application also includes the construction of a pedestrian pathway connecting The parcels are located within a FEMA Flood Zones X and A. The proposed parking area is located within Mexico Beach Crossings to the temporary parking lot. Flood Zone X, outside of the 500-year floodplain. There are no wetland impacts proposed on these sites. From a planning perspective, the only review required impervious surface ratios and setbacks since no buildings are proposed on the sites. Analysis 1. Impervious Surface The City of Mexico Beach's Land Development Code (LDC) Article II 2.02.02 Jr requires a maximum 70% impervious surface ratio for the Tourist Mixed Use zoning district. In addition, the Mexico Beach Comprehensive Plan Future Land Use (FLU) Policy 1.1.4Es states that thei impervious surface of the Tourist Mixed Use FLU designation is "not to cumulatively exceed 70% lot coverage based on the total land area In the development order application submitted by the applicant, the project area is 81,021 square feet and the impervious surface is 44,365 square feet. This is an impervious surface ratio of approximately 54.8%. However, please note that impervious surface calculations are typically taken at the parcel level, sO the impervious surface measured at that boundary is much less of an overall percentage since the oft the project." parking lot parcel is 17.94 acres. This requirement is met. 2. Lot Setbacks Page 2of3 No vertical development is proposed. This request is for horizontal work, which includes vehicular and pedestrian/icycle uses. 3. Stormwater Management Article IV 4.06.02 B of the Mexico Beach LDC requires the installation of a stormwater facility for development activities that exceed 4,000 square feet of parking areas. The development order application includes an associated stormwater facility with the proposed temporary gravel parking lot.
