#6(a) FINAL BUDGET PUBLIC HEARING FY 2024-2025 September 19, 2024 - 6:00 P.M. MINUTES 1. CALL1 TO ORDER: Mayor Tyson called the meeting to order at 6:00p.m. Interim City Manager Noah Powers, Attorney Dil, and Mayor Tyson. 2. ROLL CALL: PRESENT: Council Member Herrera, Council Member Hernandez, Council Member Baker, ABSENT: Council Member Salgado 3. PUBLIC HEARINGS: (a) ORDINANCE NO. 2024-25/ AN ORDINANCE OF THE CITY OF FELLSMERE, INDIAN RIVER COUNTY, FLORIDA, ADOPTING Al MILLAGE RATE OF 5.0000MILLSFORI THE FISCALYEAR BEGINNING OCTOBER 1, 2024 AND ENDING SEPTEMBER 30, 2025; THE ROLLED BACK MILLAGE RATE IS 4.7191 MILLS, THEREFORE THE RATE OF 5.0000 MILLS IS 5.95% PERCENT GREATER THAN THE ROLLED BACK RATE; PROVIDING DIRECTIONS TO THE DIRECTOR OF FINANCE & ACCOUNTING; PROVIDING FOR AN EFFECTIVE DATE./2nd Reading and Final Public Hearing for September 19,2024 at 6:00P.M. Mayor Tyson introduced the Ordinance and Attorney Dill, read Ordinance No. 2024-25 by title Mayor Tyson expresses confusion about the rollback rate and asks Manager Powers to explain it Finance Director Claudia Alvarado clarified that this is the second reading and final hearing, and it had no changes from the previous hearing, and they will maintain the millage rate at 5.0000r mills. Which reflects an increase of 5.95% overt the rollback rate of 4.7191. Mayor Tyson questioned the allocation of $300,000 reserves and their use int the budget. Finance Director. Alvarado stated that was related to the reserves, shei further explained that the reserves are alocated as revenue and can be used as expenses if needed, ensuring they are included in the budget. It is kind of a wash. And if they ever need the money, then they would not put the money backi in as of $300,000 it would be short the amount they use. Interim Powers stated that typically they should have ap preliminary budget. He did not have any input into this budget, but he would like to make it work. He thinks it will bet fine. Next year they will have a tentative budget, first ready and then the second reading and workshops before Mayor Tyson stated that he would like tol have a workshop on a night other than a Council night so that they are not pressed for time. They had no time for the Council to ask questions again this year and hel hoper next year he would appreciate that they get time to ask questions. Mayor Tyson opened the Public Hearing and asked if anyone in the audience wished to speak on Ordinance 2024-25, hearing no comments he closed thep public hearing. Attorney Rhodeback, read Resolution No. 2024-74, Finance Director Alvarado stated that this is the second reading and final public hearing, they had no changes from the last meeting, sO they remain at the 5% increase across the board, Mayor Tyson opened the Public Hearing and asked if anyone in the audience wished to speak on Resolution No. 2024-74, hearing no comments he closed the public hearing. AGENCY Mayor Tyson recessed the Council Meeting at 6:52 p.m. and called the Fellsmere Community (c) CRA-RESOLUTION NO. 2024-75 IAI RESOLUTION OF THE FELLSMERE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF FELLSMERE, INDIAN RIVER COUNTY, FLORIDA, ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2024 AND ENDING SEPTEMBER 30, 2025; APPROPRIATING FUNDS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2025, SUCH APPROPRIATIONS BEING FROM ANTICIPATED REVENUE; PROVIDING A MEANS TO AMEND SAID ANNUAL BUDGET; PROVIDING FOR ANEFFECTIVE DATE./ 2nd Reading and Final Public Hearing for Chairman Tyson introduced thel Resolution and Attorney Dill, read CRA Resolution No 2024-75, by Finance Director Alvarado stated that this is resolution is related to the Community Redevelopment Agency budget, and receiving no comments and no needs to amend the Redevelopment agency meeting to order at 6:52 p.m. September 19,2024 at 6:00P.M. fitle only. budget, iti isp presented thes same with no changes as the prior hearing. Finance Director Alvarado stated that once the county set their millage rate as well and they finalize their valuation, they send the city theiri information, and in turn, the city willl billt the county, Chairman Tyson asked they would not know how much the city has coming until the end of the Finance Director Alvarado responded that until they concluded their budget hearings and set fiscal year. their millage rate. That information comes from the tax collector. 2 Chairman Tyson stated this will be the first year in probably 10 years that the city will have enough money to try and do anything.
