Asoft the most recent inspection report completed on July 12, 2024, the BCI Dog Shelter still has an unsatisfactory rating listing the same defects from the December 12, 2023 inspection. The Town of Windsor was confident that the deficiencies would be addressed in a timely manner: as they have been in the past The Town of Windsor has maintained a contract with the Broome County Dog Shelter for over 20 years. We are concerned that these minor maintenance items that were identified by NYS Ag and Markets have not been addressed in order to bring the Broome County Dog Shelter into compliance. We reached out tot the other tenl local municipalities that depend ont the Broome County Dog Shelter to ask what their Boards thoughts were on the matter, and found they are equally concerned. We would ask that you please provide at timeline as to when Broome County expects to have these issues addressed at the Broome County Animal Shelter in order to comply with the NYS Ag and Markets since all violations appeared minor, but that has notl been the case. law for a atsfactoryinspection. First, Iwant to ensure you that we:are doinge everything within the County's power to make all necessary repairs and procedural changes at the Dog Shelter to fit the States requirements to1 receive aj passing inspection. Thel Dog Shelter has seen an unprecedented number ofdogs since the end oft the COVID-19 pandemic. The! Shelter has also seen an unprecedented amount ofturn over with staff. Through) hiring processes and the training ofa all new personnel coupled with intake numbers never seen at the Shelter we have been doimg everything that we are able to train staff quickly and efficiently to give the animals entrusted to us the care they require while awaiting their redemption and/or adoption. In our efforts to receive aj passing inspection, Broome County has dedicated over 500hrs of manpower trying to repair areas that thes state deems unsatisfactory. The County installed an all-new HVAC: system at the Shelter to improve the quality of air flow and ventilation. This is just as small example of work being done at the Shelter. The kennels are our next anticipated major upgrade and is the long-term solution to what the County has identified as our primary need at the Shelter. The County has sought out aj premier Kennel Company to quote new kennels for the Shelter. The sum ofthis quote is quite substantial, and we are working with our Department ofManagement and Budget to find the funds necessary to overhaul the Shelter int this capacity. The new design oft the Shelter kennels will not only bring the Shelter to satisfactory state regulations it is also in line with the upcoming regulations set to take effecti inl December of2025. This forward-thinking approach solves 2 problems In addition to the new building upgrades, we have also hired a new Shelter Manager. Her name is Tiffany Wheelock. With new management, comes new ideas and new innovative ways to make the Shelter more efficient. Tiffany is working tirelessly to find grant funding, while seeking new community outreach programs toi increase adoption rates. Tiffany m her short tenure as Manager has shown that shei is ready, willing, and able With all the work going into the Shelter, along with new Management, the Shelter is setup for success and will be successful moving forward. I have to keep reminding myself that Rome was not built in a day but with the path forward becoming more and more clear, I am confident in the future suçcess of our Shelter and am very simultaneously and sets up the Shelter for future suçcess. to continue making improvements for the betterment oft the Dog Shelter. much looking forward to all the positive changes that are on the way.
