RTHICARO Warren County Planning Board Warren County Armory Civic Center Meeting Minutes July 2, 2024, at 6:00 PM The meeting was called to order at 6:00 PMI by Chairperson, Lauren Miller. Quorum was verified. Members in attendance were, Lauren Miller, Barbara Espinosa, Evelyn Woodson, Sid Cutts and William Landis. Others in attendance were; Crystal Smith, Interim County Manager, Shiekel Richardson, County Attorney and Becca Mountz, Planner with Stewart The agenda was adopted as written, motion from William Landis, seconded by Evelyn Woodson Lauren Miller read the Conflict-of-Interest Disclosure Statement and there were no conflicts Inc. Motion to approve the June 4, 2024 minutes was: made by Sid Cutts, which was seconded by Becca Mountz presented RZ-02-24: Rezoning Map#K3C154 (NCI HWY 903 & Greenbriar Road) from Lakeside Business to Neighborhood Business. Becca introduced Mr. Stephen Morris and business partner to answer questions from the board. The property owner was not present but indicated that he does not wish to subdivide 14.5 acres. After discussing the matter in great detail, Becca explained that she did not want to make a recommendation. It would be up to the board to decide. Sid Cutts motioned to approve the rezoning from Lakeside Business to Neighborhood Evelyn Woodson and duly carried by unanimous vote., Business, which was séconded by William Landis. Approved- 4; opposed -1 (Laura Miller). Motion for the Statement of Consistency for reasonableness, public interest, buffering requirements and supporting goals oft the comprehensive plans were made by William Landis and seconded by Sid Cutts. Approved- 4; opposed -1 (Laura Miller). Becca Mountz brought up for discussion Improved Design standards for commercial usage. Jake from Stewart Inc. participated virtually. Discussion and Action: Design standards at higher value. Draft ordinance text and diagrams by use, zoning, or area overlay which are attainable, reasonable, and not too excessive. View examples from other municipalities and rural counties. Send emails of ideas to Becca before next meeting. Topic will be Ms. Millerre requested to change Bylaws discussion to ai future agenda. Motion was madel byl Barbara Espinosa and seconded by Evelyn Woodson and duly carried by unanimous vote. Request for Agenda item for future meetings include draft ordinance text and Bylaw discussion. Closing comments from Crystal Smith- New Planning Director will attend next meeting. The date of the next Planning Board Meeting is scheduled for Tuesday, August 6, 2024.
