Background: On April 1, 2022, Goshen Medical Center, Inc. submitted a voluntary, contiguous annexation petition for approximately 51.96 acres located at 801 US Hwy 74 Business East. The subject property is located immediately adjacent to the existing city limit boundary. The property owner plans to develop a medical office on the property and requested access to City services, specifically sewer service. Staff Comments: reference. 1. A copy of the annexation petition and map illustrating the location of the subject property are included in the agenda packet. A zoning map and an aerial map are also included for the Board's 2. The subject property complies with the statutory requirements set forth in NCGS 160A-31 for 3. Brookwood Avenue City staff recommends the City Council approve a demolition ordinance for the dilapidated dwelling located at 206 S. Brookwood Avenue and identified as Richmond County PIN 7473-14-34-4082. A copy of the demolition ordinance and photographs of the property are included in the agenda packet. As background information, City staff initiated minimum housing proceedings in August of 2021. The property owner, Johnnie Thomas, and parties of interest were notified of a hearing with the Code Enforcement Officer regarding the condition of the dwelling. The notice was sent via certified and regular mail; published in the Richmond County Daily Journal; and posted on the subject property. No one attended the hearing with the Code Enforcement Officer. The Code Enforcement Officer issued his findings of fact and directed the property owners to either repair or demolish the dwelling by March 16, 2022. Again, the notice was sent via certified and regular mail; published in the Richmond County Daily Journal; and posted on the subject property. Indoor Soccer - This new program proved to be a very successful offering by our department with 137 children participating during the month of March. We had three leagues that played every weeknight Spring Soccer - Due to Covid-19 restrictions this program has been on pause since the conclusion of the 2019 season. As we begin our 11" season wel have 509 children registered to play. Our largest enrollment to date had been the 2019 season with 445 participants. So, the current number represents a 14% increase and coupled with the indoor number we'll have 646 children participating during March Baseball/Softball Registration -1 Like soccer these programs have been on pause since the 2019 season. Registration concludes on Friday, April 8th and thus far enrollment has been modest. We are cautiously Browder Park (tennis courts) - With the assistance of public works our department is currently dismantling and restructuring this area.
