The proposed project area includes Homeward Street, Sandhill Road, School Street, Watkins Street, Pence Street and Stillwell Street. (Mr. Rhyne recently moved outside the city's ETJ and therefore is not eligible to remain a member of the Board.) As an ETJ member, Mark was appointed by the Richmond County Board of Commissioners and they will be responsible for appointing a replacement member. Typically, the City Councii will make a recommendation to the Board of Commissioners regarding an appointment. Caroline Thomas Goodwin is currently the ETJ alternate member and has provided valuable input to the Board when called upon. City staff suggests the City Council recommend the Board of Commissioners move Ms. Goodwin to the ETJ regular member seat; and recommend a new member for appointment to the ETJ alternate seat. On March 25, 2014, Thomas Hager submitted his written resignation from the Historic Preservation Board. (Mr. Hager has a monthly conflict on the same date and time as the Board's regular monthly meeting). Wel have found that there is a need for such service and sincerely hope that a sewerage system can be extended in these areas. Currently, many ofthe residences in these areas are utilizing on-site wastewater systems. This agency completed a sanitary survey of these areas and found a number of failing systems. There isah history ofhigh water tables and marginal soils in these areas. We have documented numerous failing systems, particularly during times of wet weather. During these times in addition toi regular septic tank pumping cost, the residents have been forced toi install expensive Some oft the systems are failing due to age and lack of maintenance. Illegal surface discharge from kitchens and washing machines are common. In most cases the lot sizes are too small to repair these malfunctioning systems in accordance with state and local rules and regulations. Spring Soccer = March is always a challenging month and last month was no exception. After the winter that did not want to end, and multiple schedule adjustments, this season should conclude Sunday, April 6th. Youth Baseball/Softball- =- We've experienced another strong enrollment with over 650 players registered to participate in these two programs. Try-outs and practices will begin shortly after the conclusion of the soccer program with Sr. Games- - Our department will once again play host to several events involving Sr. Games of Richmond Co. Our department has been involved with these events since their inception which spans almost 25 years. league play beginning the end of this month. Discovery Place Kids = Hats off and congratulations to John Massey, Billy Kelly, Larry Harrelson and all other city personnel who made the first annual DPK! 5k such a big success. Our department had six employees, full and part-time, participate in this well planned and executed event.
