CITY OF SMILEY COUNCIL FOR REGULAR SESSION MAY21, 2024 MINUTES  The Smiley City Council met in a regular session on Wednesday, May 21, 2024 at 10:00 a.m. at the Members present were Mayor Lisa Benavidez, Ellis Villasana, Melva Childress, Lori Price, Daniel  Smiley City Hall located at 207 Steele, Smiley, TX78159. Benavidez, Scott Jewett, Marshal Jason Torres. Absent Diana Moreno AC Quorum was present, and Mayor Benavidez called the meeting to order.  Invocation given by Lori Price Citizen to bel Heard: None  The Pledge of Allegiance to the U.S. and Texas recited.  1. 1smotion made by Melva Childress and 2nd by Lori Price to approve the minutes oft the to Approve the Minutes of the May 17,20241 Meetings. All in Favor, 4/0, None Opposed. Motion 2. Financial Statements and unpaid bills were presented. 15t motion made by Ellis Villasana and 2nd by Daniel Benavidez to approve the payment of debt for the month, All inl Favor, 4/0, None 3. City Marshall reported 22 service calls and 44 citations issued. He attended the school safety meeting. The office sent out letters about two houses not being in compliance with the' Tall Grass ordinance. One resident has brought their yard into compliance. Deputies are going to be assigned areas and they will concentrate on theirareas for enforcement of city ordinances. 4. Report/Municipal Court Report shows that people are slowly paying their fines. 5. Smiley Volunteer Fire Department Monthly Run Report was given by Assistant Fire Chief Lester Warzecha reported that they responded to 2 medical assists and 1 utility call. The fire department reported that will be no burning within the city limits due to the current 6. Utility Department reports that there were. 2 new homes added to the community, all brush pick up has been completed from the storm, and that our mower and tractor need to goi in for 7. Library reports that their guest speaker went well. The board voted and approved to spend $250.00 on new books for thel library. The board also approved the SBAG's reading program  Passed  Opposed. Motion Passed  ordinance. They voted to approve new doors to bej put in.  service.  to take place at the library. 8. City Management reports:  a. That the city is still waiting for the water treatment plant grant to start. The current reason for the delay is that the parts on back order. The grant committee met with Grant Works on May 1st to discuss the wastewater treatment plânt. b. City Council members were sworn in on May 15th and the Mayor was sworn in on. May 16th. All parties were: sworn in by. Judge Schroeder. 9. Ity was decided for the City Secretary to conduct research on what it will take to have the  increase put on the ballot.    10.Discussion/Possihle Action to Appoint Crystal Cedillo, Tax Assessor-Collector, as the individual to calculate and prepare the 2024 No-New Revenue and Voter-Approval Tax Rates  for the City of Smiley.
