SNOOK CITY COUNCIL August 26, 2024 MINUTES OF REGULAR CALLED MEETING The City Council of the City of Snook, Burleson County, Texas, convened in regular meeting at the Snook City Hall on August 26, 2024 at 5:30 p.m. with Mayor Frank Fields presiding. Attendance Mayor: Mayor Pro-Tem: Aldermen: City Staff: Visitors: I. Frank Fields Matt Collins David. Junek Tina Vega, Wade Elkins, John Pollock Beth Collins, Chris Rubach, Roy Sanders, Charles Dunlap Mayor Frank Fields called the meeting to order at 5:30 p.m. II. A quorum was established. Alderman Mary Cook was noti in attendance. II. Alderman John Pollock made a motion to adopt the agenda. Alderman Wade Elkins IV. At 5:31 p.m., Mayor Frank Fields opened the public hearing on the proposed FY 2024- 2025 budget. Charles Dunlap asked about the sales tax revenue not being shown for the 4B Economic Development Corporation. Mr. Fields explained the ballot amendment that willl be on the November ballot that would effectively dissolve the 4B and the city would allocate all sales tax to the general fund. Mayor Frank Fields closed the public hearing at seconded the motion. Motion carried unanimously 4-0. 5:33 p.m. V. At 5:33 p.m., Mayor Frank Fields opened the public hearing on the proposed guidelines and criteria for granting tax abatement. Mr. Fields explained that this was to set procedures to consider and grant tax abatements. No other comments were made and Mayor Frank Fields closed the public hearing at 5:34 p.m. VI. Open Forum/Visitor's Comments: Beth Collins reported on the Snook Volunteer Fire Department's fundraiser. The final numbers are not known yet, but it was the biggest year ever. Sold out of meals, live auction brought over $60,000, raffle brought in about $8,400, and waiting on the total donations received. Mayor Pro-Tem Matt Collins asked how many plates were sold and Ms. Collins said 850. VII. Action Items: 1. Mayor Frank Fields read the item and Mayor Pro-Tem Matt Collins made the motion to approve Ordinance 2024-03. Mayor Frank Fields read the item and Mayor Pro-Tem Matt Collins made the motion to approve Ordinance 2024-04. A second was made by Alderman Tina Vega and 3. Mayor Frank Fields read the item and mentioned that the city did not have a procedure set upi to grant tax abatements and this was the first step in doing sO. The resolution would adopt the guidelines and criteria for considering future tax abatements. A motion was made by Alderman Wade Elkins to approve Resolution 2024-04. A: second was made by Alderman John Pollock and carried unanimously 4-0. 4. Mayor Frank Fields read the item and city council reviewed the preliminary plat. Alderman Wade Elkins asked ift the land was for sale and Mayor Pro-Tem Matt Collins said no, it was only being done for tax and liability purposes. City Administrator/City Secretary David Junek said the plat met the requirements oft the city'ssubdivision ordinance.. A motion was made by Alderman John Pollockto approve the preliminary plat of the Snook Business Park Subdivision. A: second was made by Alderman Wade Elkins and carried unanimously 3-0. Mayor Pro-Tem Matt carried unanimously 4-0. Collins abstained from voting. 5.
