CITY COUNCIL REGULAR MEETING August12,2024 Present: Clay Parker, Mayor Leo Whelchel, Mayor Pro Tem Councilmembers: Paula Coggin Ronnie Starkey City Staff: Guests: Leslie Winton-Wilf & Henderson Dessie Whelchel, City Adminsrator/Finance Director Anita Griffith, Acting City Secretary Joe Snyder, Public' Works Director Cade Mayo, City Attorney Call to Order and Announce a Quorum is Present With a quorum of the Council members present, the regular called meeting of the Redwater City Council was called to order by Mayor Parker at 06:02 pm on Monday, August 12, 2024, in the Community Center at Redwater City Hall, 120 Redwater Blvd. W, Redwater, TX. Invocation and Pledge of Allegiance led by Councilmember Paula Coggin. PRESENTATION AND REÇOGNITION OF FY 2023 AUDIT Leslie Winton - Auditor with Wilf & Henderson, P.C. Presented the FY 2023 financial audit. Mrs. Winton reported the finances are accurate with no issues, explaining that the audit was exceptionally easy to prepare working with the City AdminstratonFinance Director. In conclusion, Mrs. Winton stated that in fact, it was a great overall audit. Public Comments - Open Forum None Reports (a) Mayor-Clay Parker Update on running sewer line to Sonic property--The amount of $26,000 would allow Fischer Utility to lay the sewer lines and extend sewer to Shields Street. A new built manhole would also be included in the cost. Ideally, Sonic would half the cost with the city. It has not been determined at this time if Sonic will agree. REDWATER CITY COUNCIL REGULAR CALLED MBETING AUGUST 12, 2024 (b) City Adminstrator/Finance Director Dessie Whelchel Monthly Financial Reports - Council reviewed financial reports included in Council Packet Consent Agenda MOTION: Upon a motion made by Councilmember Whelchel and a second by Councilmember Coggin, the Council voted three (3) for and none (0) opposed to approve and adopt the consent agenda as follows. The motion carried. Approval of minutes of the Regular Meeting on July 15, 2024 Approval of accounts payable for July 2024 (a) (b) The motion carried. Authorization by Council (a) MOTION: Approve FY 2023 Audit as prepared by Wilf & Henderson, P.C. presented by Wilf & Henderson, P.C. The motion carried. Approve 2024 Certified Appraisal Roll Upon a motion made by Councilmember Whelchel, and a second by Councilmember Starkey, the Council voted three (3) for and none (0) opposed to approve the FY 2023 audit as (b) MOTION: Upon a motion made by Councilmember Whelchel, and a second by Councilmember Coggin, the council voted three (3) for and none (0) opposed to approve the 2024 Certified Appraisal Roll. The motion carried. (c) MOTION: Discuss and adopt Proposed Budget for FY 2025 Upon a motion made by Councilmember Whelchel, and a second by Councilmember Starkey, the council voted three (3) for and none (0) opposed, the motion carried to adopt the FY 2025 Proposed Budget. (d) Discuss and Adopt Proposed Property Tax Rate for FY 2024 MOTION: Upon a motion by Councilmember Whelchel, and a second by Councilmember Starkey, the Council voted three (3) for and none (0) opposed to adopt the Current Property Tax Rate of$0.181100/S100 as the proposed Rate for 2024 /2025. The motion carried Council voted on the 2023 Current Tax Rate as the Proposed Property Tax rate for 2024/2025 as follows: AGAINST: None PRESENT and not voting: None ABSENT: Owens, and Gerber FOR: Councilmembers Coggin, Whelchel, and Starkey Executive Session Council adjourned into closed session at 6:26 pm in accordance with the Texas Government Code 551.071; Consultation With Attorney; Discussion regarding upcoming court date. Reconvene REDWATER CITY COUNCIL REGULAR CALLED MEETING AUGUST-12, 2024 Council reconvened into open session at 6:49 pm. Ordinances and Resolutions (a) Consider and Approve Resolution No. R-24-03-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWATER, TEXAS APPOINTING ANITA GRIFFITH TO SERVE AS THE CITY SECRETARY OF THE CITY OF REDWATER AND PROVIDING AN EFFECTIVE DATE OF 08.12.2024. Upon a motion made by Councimember Whelchel, and a second by Councilmember Starkey, the Council voted three (3) for and none (0) opposed to approve Anita Griffith to serve as the City Secretary of the City of Redwater with an effective date of MOTION: 08.12.2024. The motion carried. (b) Consider and Approve Resolution No R-24-03-21 AI RESOLUTION OF THE CITY OF REDWATER, TEXAS, ADOPTING AN OFFICIAL CITY LIMIT BOUNDARY MAP; RATIFYING AND CONFIRMING ALL CITY LIMIT BOUNDARIES; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDNG FOR AN EFFECTIVE DATE; AND REPEALING ANY AND ALL RESOLUTIONS IN Upon a motion made by Councilmember Starkey, and a second by Councimember Coggin, the Council voted three (3) for and none (0) opposed to adopt the Official CONFLICT HEREWITH. Fall cleanup will be held on Friday October 4, 2024, 8:00 am until 5:00 pm. and Adjournment MOTION: Upon a motion made by Councilmember Starkey and a second by Councilmember Whelchel, the Council voted three (3) for and none (0) opposed to adjourning the regular meeting of the Redwater City Council at 7:03 pm on Monday, August 12, 2024.
