Mark McLiney, Financial Advisors SAMCO updated the Council on the 2024 Bond Sale proposed schedule. President provided the update. Update Fire Rescue. Fire Chief Tommy Crane gave the update. 5. CITIZEN COMMENTS. There were no citizen comments. 6. CONSENTAGENDA (a) Approve the minutes of the. June 4, 2024 regular meeting. (b) Approve Resolution 2024-R-06A suspending the. July 8, 2024 effective date of Texas Gas Service Companysrequested increase to permit the city time to study the request and to establish reasonable rates; approving cooperation with other cities in the Texas Gas Service Company's Central-Gulf service area; hiring legal and consulting services to negotiate witht the company: and direct any necessary litigation: and appealsjauthorizing intervention in GUD No., 17471 at the Railroad Commission; and requiring (c) Appoint Michele Loper as a citizen representative to the Capital Improvement Plan reimbursement of cities' rate case expenses. (a) Public Hearing, Discussion and Action on Ordinance 2024-0-06C making a finding of special benefit to the property in the Gregg Ranch Public Improvement District (Neighborhood Improvement Area #2, consisting of Phases 2 and 3); providing for the method ofassessment of special assessments against propertyint the District;approving assessment rolls for the District; levying assessments against property in the District; providing for payment oft thea assessments; providing for penalties and interest on delinquent assessments; establishing a lien on property within the District; approving a service and assessment plan; providing for related matters in accordance with Chapter 372, Texas Local Government Code; providing an effective date; and providing for severability. The motion was seconded by Councilmember Haltom and carried by a vote of5-0. (b) Public Hearing, Discussion, and Action on Ordinance 2024-0-06D regarding zoning text amendments to the City of Marble Falls Code of Ordinances Appendix B, Development Code Article 11, Administration. Scarlet Moreno, Assistant Director of Development Services presented the item. Mayor Pro-Tem Magerkurth opened the public hearing. Without discussion, Mayor Pro-Tem Magerkurth closed the public hearing and read the ordinance caption. Councilmember Walker made a motion to act favorably on Ordinance 2024-0-06D. The motion was seconded by Councilmember Cauble and carried by a vote (c) Public Hearing, Discussion, and Action on Ordinance 2024-0-06E regarding a rezoning request from Existing Neighborhood Zone 2 (ENZ.2) to Neighborhood Commercial (NC) for a 1.80-acre tract of land out of the W.C.M. Baker Survey No. 202, Abstract No. 123, Burnet County, Texas, located at 411 12th Street Marble Falls, Texas. Scarlet Moreno, Assistant Director of Development Services addressed the Council. Mayor Pro-Tem Magerkurth opened the public hearing. Previous property owner Dean McDonough spoke against the rezoning request. There being no further discussion, Mayor Pro-Tem Magerkurth closed the public hearing and read the ordinance caption. Councilmember Walker made a motion to act favorably on Ordinance 2024-0-06E with the removal of Exhibit B (Concept Plan). The motion failed due to lack of a second. Councilmember Walker moved to approve Ordinance 2024-0-06E. The motion was seconded by of5-0. Councilmember Cauble and carried by a vote of 5-0. 8. CITYMANAGER'S REPORT. No report was provided. 9.
