Council Present: Council Absent: Roll Call-I Declaration ofa Quorum Mayor Maxton and Council Members: Stroup, Rhoden, Olvera, Koerner, AND Parker Council Member Muenchow With a quorum present, the meeting was called to order at 6:31 PM. 2. Pledge of Allegiance - The Pledge of Allegiance was recited in unison. CITIZENS and GUEST FORUM 3. Citizens to bel heard - No citizens asked to bel heard. PURPOSE OF SPECIAL CALLED MEETING 4. Conduct a Public Hearing on the Fiscal Year 2024-25 Proposed Budget. A. Mayor Maxton provided opening comments. B. City Manager, Scott Huizenga, did not provide comments. I Director of Finance, Summer Fleming, provided a Council on the proposed budget. D. Mayor Maxton opened the public hearing to receive citizen testimony at 6:43 PM. No citizens provided testimony. E. Mayor Maxton closed the public hearing at 6:43 PM. F. Mayor Maxton thanked Council and staff for their work to prepare thel budget. CONSIDERATION/DISCUSSIONITEMS 5. Consideration and possible action approving the first reading of an ordinance adopting the City budget for fiscal year beginning October 1, 2024, and ending September 30, 2025. MOTION: VOTE: Made by Council Member Koerner, seconded by Council Member Rhoden, to approve the FY 2024-25 budget ordinance. 6-0; Motion Passed as recorded: Mayor Maxton - For; Council Member Stroup - For; Council Member Rhoden = For; Council Member Olvera For; Council Member Koerner- - For; Council Member Parker For. CITY COUNCIL SPECIAL MEETING MINUTES September 16, 2024 6. Consideration and possible action approving the first reading of an ordinance levying a property taxi rate of28.53 cents per$100t taxable valuation in the City of Fair Oaks Ranch for tax year 2024; determining due and delinquent dates; and providing an effective date. MOTION: Madel by Council Member Parker, seconded by Council Member Olvera, to approve an ordinance levying an ad valorem tax rate of 28.53 cents per $100 taxable valuation for tax year 2024; providing when taxes shall become due and delinquent; and providing an effective date. 6-0; Motion Passed.
