Mayor Starling presided. Councilmembers Ruggles, Corbett, Strickland, DuBose, and Mayor Pro Tem Becton were present. present. City Attorney Joel Starling, Jr., ofThe Law Office ofw. Joel Starling, Jr., PLLC, was Also present were City Manager James Duncan; Finance Director Kristin Stafford; Public Works Director Chris Medlin; HR Director Natalie Blue; Planning Director. Mary Rose; Assistant Police Chief Adrian Mathews; Fire Chief Hagan Thornton; Parks and Recreation Director Garrett Bryant; Police Chief Anthony Davis; and City Clerk Elaine F. Hunt. Senior Planner Lyle Moore was absent. Alyssa Bergey of The Sampson Independent was present. Sylvia Chestnutt ofThe Sampson Weekly was absent. Mayor Pro Tem Becton gave thei invocation. CITY COUNCIL Upon a motion made by Councilmember Strickland, seconded by Councilmember Ruggles, the minutes oft the August 6, 2024, regular city council meeting were unanimously RESNTATON-WAIKONE SAMPSON HIGH SCHOOL ALUMNI ASSOCIATION It was the consensus oft the Clinton City Council to accept a walk-on at the September 10, 2024, City Council meeting. Dr. Jessie Williams and Mr. Robert Bennett approved. appeared before the City Council on behalfofthe Sampson High School Alumni Association. Dr. Williams began with a favorite quote, "Don't be afraid to start tomorrow. God is already there." He thanked God for the City of Clinton, especially the Planning Department. He asked Mr. Bennett to make a special presentation. Mr. Bennett asked all Sampson High alums to stand. He provided the City Council with a copy of the "Unveiling Ceremony of the Sampson High School Historical Marker" booklet. Mr. Bennett conveyed his gratitude tot the City fori its support and for paying the demolition cost for the Association. He mentioned that the City granted them ten (10) years to pay thel bill, and he presented the City with the second installment for $16,320. PRESENTATION - CLINTON ABC BOARD Mr. Perry Solice, Chairman of the ABCI Board, appeared before the City Council, along with. Mr. Tyler Baxter and Mr. Ray Jordan. He gave an update on whati isl happening in and around the ABC Store. The Board praised the team ofe employees led by Barbara Bailey, Store. Manager. Mr. Solice stated that usually, thel Board gives the City a check; however, tonight, they were making a request. Chairman Solice noted that the store interior had been renovated in 2021. The Board requested that the Clinton City Council approve the transfer of$250,000 ofrevenue generated during FY2023-2024 to the FY2024-2025 Capital Expenditure Budget. Mr. Solice conveyed that this transfer is necessary to provide adequate funds to remodel the exterior and expand the Clinton ABC: Store. Mr. Ray Jordan spoke briefly and displayed a picture oft the proposed renovation. Mr. Tyler Baxter said, giving square footage oft the proposed renovation and other pertinent information. Councilmember Strickland asked for the start-up date. Mr. Solice tentatively stated Upon a motion made by Councilmember Strickland, seconded by Councilmember Ruggles, the request by the Clinton ABC Board to approve the transfer of $250,000 of revenue generated during FY2023-2024 to the FY2024-2025 Capital Expenditure Budget to perform the remodeling and expansion oft the Clinton ABC Store passed unanimously. PRESENTATION - RENAMING OF THE SAMPSON RECREATION CENTER thati it would be the first oft the year. Pastor Thaddeus Godwin appeared before the Clinton City Council to request a name change for the Sampson Recreation Center. He asked the City Council to consider changing the name from the Sampson Recreation Center to the Shelton. McCallop Recreation Building. Pastor Godwin read a letter aloud that was also included in the agenda packet. Pastor Bobby Lamb appeared before the Clinton City Council in favor oft the request. He shared several memories and stories concerning Mr. Shelton McCallop. He stated that Mr. McCallop pallowed him to coach, and now is the time for Mr. Shelton McCallop to shine. Ms. Sherri White-Wiliamson, Executive Director of the Environmental Justice Community Action Network, appeared before the Clinton City Council. She stated that although she agrees that Mr. Shelton McCallop is due recognition, all the people affected by this name change should have the opportunity to be heard. She stated that the people should be consulted when such action is proposed. Ms. Sherri White-Wiliamson noted that with the demolition oft the building, this gym stands as the only reminder for some. She asked that the City Council allow others to comment on this matter before making any decisions. Alady appeared before the City Council and began discussing Smithfield Foods and the foul odor. She gave her address as 803 Kennedy Street, Clinton, NC; however, she did not give her name. City Clerk Hunt researched it and learned that her name: is Dana Holmes-Hampton. Mayor Starling asked the lady to allow the City Council to conclude the matter regarding renaming the Sampson Center. He said therei is a naming policy, and the City Council will "drill into" this matter. Councilmember Strickland acknowledged Mr. Shelton McCallop and stated he has known him for a long time. Councilmember Strickland noted that there is a renaming policy and a committee. He stated that this request needs to go before that committee. Furthermore, Councilmember Strickland mentioned that this area of the city is considered hallowed ground to some, and he thought the Naming Committee should be considered. Mayor Pro Tem Becton was called upon to comment. He stated that hel knows the impact that Mr. McCallop has had over at the recreation center. Also, he said that he understands Ms. White-Willamson's) point of view. He pondered how the Sampson High School Alumni Association felt about this name change. Mayor Pro Tem Becton concluded that everyone should have input, and no decision should be made at this city council meeting. Councilmember Wanda Corbett agreed to check into the renaming policy. She reiterated that everyone should be included in this change request. Mayor Starling stated that this request to change the name oft the Sampson Recreation Center to the Shelton McCallop Recreation Building willl be continued, and the public will be notified. Furthermore, he stated that the request would notl be swept under ther rug. SMITHFIELD FOODS BAD ODOR -803 KENNEDY STREET Although not on the agenda, it was the consensus of the Clinton City Council to address the lady who appeared during the presentation to discuss Smithfield Foods foul odor. Mayor Starling stated that they are aware of thej problem; however, the City's hands are tied. He told her that Smithfield Foods has a discharge permit, and tol his knowledge, they are following the rules and regulations. Mayor Starling requested Ms. Dana Holmes- Hampton get with Public Works Director Chris Medlin with her contactin information. He stated that when the odori is very intense, call the Public Works Director, and he can geta Smithfield Foods' representative to come out. August 6, 2024, City Council meeting. He stated that due to a change in the administrative fee regarding this item by the legislature, the amount of the grant changed.
