Jamie Greathead, Fulton County News, addressed the Commissioners on a recent lawsuit filed on Dominion Voting Systems. Attorney Stanley Kerlin spoke to Commissioners requesting a COLA (Cost of Living Adjustment) increase in the county retirement system noting that there has not been a vote since 20171 to increase. Lamb presented an audit scorecard of the proposals and stated that he would draft al letter to the awarded recipient. Lamb also stated that he spoke to Z&A, Zelenkofske Axelrod LLC, the current auditors, who assured a "smooth transition". Lamb attended via telephone. Motion by Commissioner Ulsh to award and sign the contract with RKL LLP, CPA Accounting and Business Consulting Firm, for a period of three years, 2022-2024. Alli in favor. 122 Commissioners continued to speak with Fiscal Admin Lisa Beatty and Mike Lamb, Wessel and Co., to review the First Draft Budget Review for 2023. Lamb presented an overview of the 2023 General Fund Budget, an ARPA Update and a Comparison oft the 2022 and 2023 Budget by Department. Lamb and Beatty will meet with the Commissioners again on November gth to review the Second Budget Draft. An approval meeting with Department Heads will occur either November 15th or the 22nd. HR Motion by Commissioner Ulsh to retitle Melissa Gordon to Chief Tax Assessor in the Tax Admin Deanna Park was also in attendance. Assessment Office, effective November1,2022. All in favor. Al brief Salary Board meeting was held at 10:00 AM. Commissioners met with EMA/911 Director Brian Barton and HR Admin Deanna Park to discuss transferring a per diem employee to full-time. Barton stated his budget allows for five full-time employees and recommended Shawn Goshorn to be transferred to full-time. Barton also presented a Mission Critical Partners LLC Agreement and Fulton County Emergency Operations Plan Motion by Commissioner Shives to transfer Shawn Goshorn from Per Diem to Full-Time EMA/911 Dispatcher, effective pending current employer. Pay rate will remain the same. All in favor. Motion by Commissioner Bunch giving Commissioner Ulsh authorization to sign the Professional Services Agreement between Mission Critical Partners, LLCand County of Fulton. Alli ini favor. Commissioners met with Elections Director and CDBG Coordinator Patti Hess to have an Environmental Review signed by Commissioner Ulsh for McConnellsburg Curb Cuts Phase II. Hess also presented an Annual Report Affirmation for voter registration statistics to be signed. In relation to the Dominion election machine investigation, Commissioner Shives asked Hess if she had knowledge of how the door became unlocked for the forensics examination where the Dominion Voting Systems equipment is stored. Hess answered that Commissioner Ulsh and Commissioner Bunch asked for the key and since it was two Commissioners asking she didn't question it. Motion by Commissioner Bunch giving Commissioner Ulsh authorization to sign the CDBG Environmental Review for the McConnellsburg Curb Cuts Phase II. All in favor. Commissioner Ulsh signed a 2022 PComp application to obtain Safety Grant funding in the amount of $6,500 to pay Keller Engineering for the Probation Steps Project. Commissioners also signed a 2022 Amended PCHIPC (Pennsylvania Counties Health Insurance Purchasing Cooperative), Commissioners met with Admin Deanna Park to discuss Domestic Relations position, Domestic Relations Director.
