LORID City of Miami Springs, Florida Historic Preservation Board Regular Meeting Minutes Wednesday, June 19, 2024 6:00 P.M. City Hall Council Chambers 201 Westward Drive, Miami Springs, FL 1. Call to Order/Roll Call The meeting was called to order at 06:06 P.M. Present: Chair James Watson, Ph.D. Board Member Eileen McDonough Board Member Carol A. Foster Board Member Vivian Isla-Rey Board Member Ken Wilde Board Secretary Sandra Duarte Absent: Also Present: 2. Public Comments There were no comments made at this time. 3. Approval of Minutes: a. May 22, 2024 - Regular Meeting Tabled for corrections. Old Business a. Pioneer Profiles 4. Secretary Duarte shared the newest draft of the Pioneer Profile application along with a submittal from resident Frank Shonberger. Secretary Duarte explained that the profile application could be changed at any time although the current version they reviewed was currently available to the residents. Through discussion, some corrections to the application were made but the Board Members will review and discuss additional changes at a later meeting. Chair Watson suggested to add a tile under the Historic Preservation Guide fori the Pioneer Profile once the application is finalized. Secretary Duarte will add the tile and change out the form as changes are made and approved by the Board. 1 Chair Watson welcomed Frank Shonberger to the meeting and the Board shared their condolences over Yvonne Shonberger's passing. Mr. Shonberger thanked the Board and shared his eagerness to become a pioneer just like his late wife. Chair Watson suggested that the Pioneer Profile application be shared on the City website once the application was finalized. Secretary Duarte agreed and mentioned she would add the tile to the Historic Preservation Guide and update it as changes were made to the profile. Board Member McDonough moved to approve the Pioneer Profile submitted by Frank Shonberger. Board Member Foster seconded the motion which carried 4-0 through voice vote. b. Curtiss Mansion historic marker Board Member Foster shared the newest draft for the historic marker signage. The Board reviewed text and all proposed changes were noted. Chair Watson inquired on any updates on the previous submittal and Secretary Duarte had no additional updates from the City Manager's Office. Chair Watson suggested that all marker applications Board Member McDonough moved to approve the submittal with the mentioned changes of the historic marker for the Curtiss Mansion. Board Member Isla-Rey should be submitted together if possible. seconded the motion which carried 4-0 through voice vote. C.A Ad' Valorem Taxes Chair Watson read sections of the Florida statute section of the current Ad Valorem Taxes to the Board. He explained that the law gives the county or city government to adopt an ordinance for ad valorem taxed for historical exemption. Chair Watson is not sure how the tax deductions are calculated but he presented his own home as an example for a deduction. He also added that these submittals could also be withdrawn sO submitting for the taxes should be very appealing for residents because the process isa already existing and can only benefit the resident who submits. Chair Watson requested the Ad' Valorem tax information to be added to the Preservation Guide in Chair Watson requested for Secretary Duarte to find out the requirements for an order to spread awareness. ordinance to be written. 5.
