CALLTOORDER  The meeting was called to order by Vice Mayor Akin at 4:30 PM. B. INVOCATION AND PLEDGE OF ALLEGIANCE  Commissioner Vargas led thei invocation, Commissioner Spratt led the Pledge of Allegiance.  C. ROLLCALL PRESENT Mayor. Julie C. Wilkins via Teams Commissioner Daniel Akin Commissioner Jackie Ratica via Teams Commissioner Bobbie Spratt Commissioner. Hugo Vargas Deputy City Clerk Tijauna Warner City Attorney Derek Rooney via Teams  Ms. Lilly Davenport delivered a comprehensive line-by-line analysis of the Capital Outlay Budget during her presentation. Her review detailed al location of$125,000, $500,000 for street paving rollover from General Funds, and $35,000 for Oaktree Replenishment. She projected a $100,000 shortfall for the General Fund and reviewed all revenue sources, highlighting changes from the previous year. Additionally, she noted that the Florida Department of Commerce grant for the animal shelter has been included as a placeholder, pending further clarification. This led toa  subsequent discussion with the commissioners.
