CITY OF FREEPORT  FIRST PUBLIC BUDGET HEARING MINUTES  September 12, 2024, 5:01 PM Council Chambers, Freeport City Hall  Mayor Russ Barley, Counciwoman Elizabeth Brannon,  Council Members Present: Councilman Bud Day, Councilman Tracey Dickey.  Staff Members Present:  City Attorney Clay Adkinson, City Manager Mark Martin, City Clerk Rebecca King, Finance Officer Sara  Bowers, and HR Director Chris Quinley  City Clerk Note: Counciman Farris and Councilwoman Haffner were absent The meeting was called to order at 5:01PM by Mayor Barley in the Council  1. Meeting called to order Chambers of Freeport City Hall.  2. First Public Budget Hearing Discussion  City Attorney Adkinson announced the millage rate of 4.7302 mills which is greater than the rollback rate of 4.4238 mills by 6.93%. He also announced the tentative budget amount of $89,959,330.00. He asked for a motion for the  tentative milage rate of 4.7302. Moved by: Councilman Day Seconded by: Councilman Dickey  Mayor Barley asked for public comment and there was none. To approve the tentative milage rate as 4.7302.  City Clerk Note: Financial Audits are available on the city website under Finance or by Public Record Request through the City Clerk's Office. Ar roll call vote was ordered, and the vote was as follows:  Councilman Day: Councilwoman Brannon: Councilman Dickey:  aye aye aye    FIRST PUBLIC BUDGET HEARING MINUTES, September 12, 2024  Carried.  City Attorney Adkinson asked the Council for a motion to accept the tentative  budget of $89,959,330.00.  Moved by: Councilman Dickey Seconded by: Councilwoman Brannon  Mayor Barley asked for public comment and there was none. To accept the 2024-2025 tentative budget to$89,959,330.00 Aroll call vote was ordered, and the vote was as follows:  Councilman Day: Councilwoman Brannon: Councilman Dickey: Carried.  aye aye aye  City Attorney Adkinson asked the Council for a motion to set the Final Budget  Hearing for September 30, 2024, at 5:01 PM at City Hall.  Moved by: Councilwoman Brannon Seconded by: Councilman Dickey  Mayor Barley asked for public comment and there was none.  To approve September 30, 2024, at 5:01. PMJ for the Final Budget Meeting at  Freeport City Hall. Councilman Day: Councilwoman Brannon: Councilman Dickey: Carried. 3.
