September 27, 2016  The Dale County Commission convened its regular meeting on Tuesday, September 27, 2016. The following members were present: Mark Blankenship, Chairman; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Commissioner Charles  W. Gary and District Four Commissioner James W. Strickland. Commissioner Carroll followed with prayer.  MINUTES - September 13. 2016 REGULAR SESSION  Commissioner McKinnon made a motion to approve the minutes of the September 13, 2016 regular session. Commissioner Carroll seconded the motion. All voted aye. Motion carried.  APPROVED - TRAVEL REQUEST  Commissioner Carroll made motion to approve the Travel Request  for (R&B) Drew Meacham, Fall Conference for the. Alabama Association of Floodplain Managers - October 3-52016-9679.00. Commissioner McKinnon seconded the motion. All voted aye. Motion  carried.  APPROVED - EMPLOYMENT  Commissioner Strickland made a motion to approve the employment of,  Taylor Benson East - Temporary Jailer $8.50hr. Ryan Preston Ruiz - Full-Time Jailer. $9.60hr. Michael Chase Etress - Full-Time Jailer- $9.60 hr. Dale County Mapping & Appraisal - Mark. Ashcroft - Appraiseri- Commissioner Gary seconded the motion. All voted aye. Motion carried.  Appraiserl- $14.42.  APPROVED- - ABATEMENT- PROJECT RENEW/AND CG  Commissioner McKinnon made a motion to approve the 50% Abatement of non-educational sales and use taxes during construction of the project and 50% abatement if non-educational property taxes for a 10-year period. Commissioner Gary seconded the motion. All voted aye. Motion carried.    September 27, 2016  APPROVED-/ AGREEMENT AND RESOLUTION  Commissioner Gary made a motion to approve the Agreement & Resolution for - Road & Bridge = Surface treatment and resurfacing of CR-87 from CR-112 to SR-134. Commissioner Strickland Commissioner McKinnon made a motion to approve the agreement between SARCOA (In-Home Service) and Dale County Commission in continuing another year with In-Home services. Commissioner Carroll seconded the motion. All voted aye. Motion carried. PROCLAMATION. - WIREGRASS FOOD BANK HUNGER ACTION MONTH  seconded the motion. All voted aye. Motion carried.  Commissioner Carroll made a motion to approve signing the Proclamation, proclaiming October, 2016 as' Wiregrass Food Bank Hunger Action Month. Commissioner McKinnon seconded the  motion. All voted aye. Motion carried. APPROVE- - CONTRACT FOR XEROX MACHINE  Commission Strickland made a motion to approve the Xerox Copier Contract. Contract was approximately $30.00 a month less for Commission Office and Jail. This is a 36-month lease.  Commissioner Gary seconded the motion. All voted aye. Motion carried. APPROVE RE-APPOINTMENTS TOWRC&D COUNCIL  Commissioner Gary made a motion to approve the re-appointments of Mr. Doug Williamson and Mr. Kurt McDaniel to the Wiregrass Resource Conservation & Development Council for a term of2 years. Commissioner McKinnon seconded the motion. All voted aye. Motion carried.  APPROVED- DALE COUNTY BUDGEIE2016/2017  Commissioner McKinnon made a motion to approve the Dale County 2016-2017 Budget. Commissioner Gary seconded the motion. All voted aye. Motion carried.  MEMORANDUM OF WARRANTS  Commissioner Strickland made a motion to approve the memorandum of warrants. (Payroll check numbers 154315-154318, Payroll direct deposit numbers 21217-21350, and Accounts Payable check numbers 74032-74154). Commissioner Gary seconded the motion. All voted aye. Motion  carried.  ANNOUNCEMENT - NEXT REGULAR MEETING  Chairman Blankenship announced that the next regular meeting of the Dale County Commission  would be Tuesday October 11,2016 at 10:00 a.m.    September 27, 2016  ADJOURNMENT: CONFIRMATORY STATEMENT  Commissioner Gary made a motion to adjourn the meeting.
