November 14, 2017 The Dale County Commission convened in a regular session Tuesday, November 14, 2017. The following members were present: Mark Blankenship, Chairman; District One Commissioner Chris Carrol!; District Two; District Three Charles W. Gary; and District Four Commissioner Frankie Wilson. Chairman Blankenship called the meeting to order at 11:00 am on November 14, 2017. Commissioner McKinnon opened with the Pledge of Allegiance. Commissioner Gary followed with prayer. EXCECUTIVE SESSION Chairman Blankenship requested an Executive Session to be called to discuss, good name and character and pending litigation. Commissioner McKinnon at 10:20 a.m. made ai motion to go into Executive order with a roll call vote unanimously voting yes by Commissioner's Wilson, Gary and Carroll. Motion carried. Commissioner McKinnon made a motion at 10:35 to resume the regular meeting. CommissionerV Wilson seconded the motion. All voted aye. Motion carried. APPROVED- - MINUTES- OCTOBER 24. 2017 REGULAR! SESSION Commissioner McKinnon made a motion to approve the minutes of the October 24, 2017 meeting. Commissioner Carroll seconded the motion, all voted aye. Motion carried. Commissioner McKinnon made a motion to approve the travel request for: Mark Ashcroft - Mapping & Appraisal - November 13-1 17, 2017 -Auburn, Al. Commissioner Carroll seconded the motion, all vote aye. Motion carried. APPROVED-1 TRAVELI REQUEST $283.00. APPROVED- DALE COUNTY EMPLOYEE CHANGE OF STATUS Commissioner Wilson made a motion to approve; Tinal Bennet - part-time clerk- Sheriff's office $12.00 not to exceed 29 hours per week. Justyn Jackson - Correctional officer - Jail - $9.60 per hour Commissioner Gary seconded the motion, all voted aye. Motion carried. APPROVED = SOLIDWASTE UB MODULE- HARRIS LOCAL GOVERNMENT Commissioner Carroll made a motion to approve the change and order of a new UB Module for the Solid Waste office. Total $11,500.00 and annual maintenance & support $1210.00. CommissionerWlison seconded the motion, all voted aye. Motion carried. APPROVED- - REAPPRAISAL BUDGET Commissioner Gary made a motion by request of the Dale County Revenue Commissioner that thel FY17 fund balance in the Reappraisal Budget be retained and amend the FY18 budget line item 179 Aerial Photography by the same amount. This will help int the aerial photography expenses in the year 2020. Commissioner Wilson seconded the motion, all voted aye. Motion carried NOTAPPROVED: - 2018 SEVERE WEATHER PREPAREDNESS TAXHOLIDAY Commissioner McKinnon made a motion to approve 2018 severe weather preparedness tax holiday. The motion failed for lack of second. APPROVED- -MEMORANDUM OF WARRANTS Commissioner Carroll made a motion to approve the memorandum of warrants. (Payroll check number(s) 154428 154431, Payroll direct deposit numbers 25487-25626, and Accounts Payable check numbers 78063-78242). Commissioner Gary seconded the motion, andi it carried unanimously. November 14, 2017 APPROVED- - DALE COUNTY FARM- CITYWEEK Commissioner Gary made a motion to declare November 16th-2 22nd Dale County Farm = City Week, and approval to sponsor the Farm - City Banquet at $500.00. Commissioner Wilson seconded the motion, all vote aye. Motion carried. APPROVED - PURCHASE OFTWOKENWORTH DUMP TRUCKS-REB arrears). Commissioner Gary seconded the motion, all voted aye. APPROVED - APOINTING KURT MCDANIEL TOHOMELANDSEƇURITY By request of Dale County Engineer Derek Brewer, Commissioner McKinnon made a motion to purchase (2) Kenworth Dump Trucks T800 and finance the two new trucks amortized for five years (payment in the Commissioner McKinnon made a motion due to recommendation that Kurt McDaniel be appointed to the Homeland Security Point of Contact. ANNOUNCEMENT - NEXTE REGULARI MEETING Chairman Blankenship announced that the next regular meeting of the Dale County Commission would be Tuesday December 5, 2017 at 10:00 a.m. and a radio meeting December 5, 2017 at 8:30 a.m. ADJOURNMENT: CONFIRMATORY STATEMENT Commissioner McKinnon made ar motion to adjourn the meeting.
