June 27, 2017 The Dale County Commission convened in a regular session Tuesday, June 27, 2017. The following members were present: Mark Blankenship, Chairman; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Charles W. Gary; and District Chairman Blankenship called the meeting to order at 11:00 am on June 27, 2017. Commissioner Wilson opened with the Pledge of Allegiance. Commissioner Carroll followed with prayer. Four Commissioner Frankie Wilson. APPROVED - MINUTES - JUNE 13, 2017 REGULAR SESSION Commissioner Gary made ai motion to approve the minutes of the June 13, 2017 regular meeting. Commissioner Wilson seconded the motion. All voted aye. Motion carried. APPROVED - SPONSOR OF GRANT-TOWN OF NEWTON Commissioner McKinnon made ai motion for Dale County Commission to sponsor a grant for the Town of Newton for a water project, Estimated cost of $325,000.00 with Southeast Alabama Regional Planning. Commissioner Carroll seconded the motion. All voted aye. Motion carried. APPROVED - TRAVEL REQUEST Commissioner Gary made motion to approve the following travel request: Commission Chairman Blankenship Commissioner Carroll, Commissioner McKinnon, Commissioner Gary, Commissioner ACCA Annual Convention Wilson and County Administrator Calton Aug 21 -25,2017-51300.00 each. Commissioner Gary Prattville, Al. $603.95 Alabama Co. Govemment Institute $502.73 Commissioner Wilson seconded the motion. All voted aye. Motion carried. APPROVED- - HOMELAND SECURITY GRANT-AMEND BUDGET FOR HOMELAND Commissioner Gary made a motion to authorize Homeland Security Grant agreement and purchase of equipment for Dale County Sheriff's Office, Dale County EMA, E-911 and Ozark Police Department and to Amend Budget toi include Homeland Security Grant Revenue and Homeland Security Expenditures. Commissioner McKinnon seconded the motion. All voted aye. SECURITY GRANT Motion carried. APPROVED - CLOSING SCRAP TIRE LICENSE FUND Commissioner McKinnon made a motion to approve closing the Scrap Tire License Fund and authorize the Commission to transfer $5567.21 from Scrap Tire License Fund into the General Fund. Commissioner Carroll seconded the motion. All voted aye. Motion carried June 27, 2017 APPROVED- SICKLEAVE DONATIONI RETROACTIVE 2015 Commissioner Wilson made a motion to approve the sick leave donation retroactive of 2015, with donations being limited to 16 hours at a time and once the employee retums to work they will be required to use their own accrued leave for follow up doctor's appointments. Commissioner McKinnon seconded the motion. All voted aye. Motion carried. APPROVED-WEATHEASRENSPOIESEQUPMENT SURPLUS Commissioner Gary made a motion to approve Weather SirensPoles/Equpment as surplus property no longer needed by Dale County. Commissioner McKinnon seconded the motion. All Commissioner Gary made a motion to approve the memorandum of warrants. (Payrall check numbers 154391-154391, Payroll direct deposit numbers 24101-24243, and Accounts Payable check numbers 76589-76709). Commissioner Carroll seconded the motion. All voted aye. Commissioner McKinnon made a motion to approve a 3year contract with Everbridge Mass Notification weather alert system for $10,750.00. Commissioner Carroll seconded the motion. All voted aye. Motion carried. MEMORANDUM OF WARRANTS Motion carried. APPROVED - EVERBRIDGE voted aye. Motion carried. APPROVED - AD for RODEO Commissioner Carroll made a motion to approve buying an ad for the South Alabama Pro Rodeo Classic held at the Ag Plex annually. Commissioner Wilson seconded the motion. All voted aye. APPROVED- = LETTERS TO ALLI DALE COUNTY CITIES, TOWNS AND WALLACE COLLEGE Commissioner McKinnon made a motion to approve the letters prepared by Attorney Henry Steagall to be mailed to each Dale County City, Town and to' Wallace College concerning the Weather Sirens. Commissioner Gary seconded the motion. All voted aye. Motion carried. Commissioner McKinnon approved that the chairman sign the Bill of Sale for each of the Weather Sirens and Equipment. Commissioner Gary seconded the motion. All voted aye. Motion carried. Chairman Blankenship announced that the next regular meeting of the Dale County Commission Motion carried.
