May 23, 2017 The Dale County. Commission convened its regular meeting on Tuesday, May 23, 2017. The following members were present: Mark Blankenship, Chairman; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Commissioner Charles W. Gary and District Four Commissioner Frankie Wilson. Chairman Blankenship called the voting session to order at 11:00 a.m. Commissioner Wilson opened with the Pledge of Allegiance. Commissioner Gary followed with prayer. APPROVED - MINUTES OF MAY 09, 2017 Commissioner Wilson made a motion to approve the minutes of the May 09, 2017 regularmeeting. Commissioner Gary seconded the motion. All voted aye. Motion carried. APPROVED - TRAVEL Commissioner McKinnon made a motion to approve the travel for Revenue Commissioner Eleanor Outlaw to attend AATA Summer Conference = Gulf Shores, Al.- $1926.00-June 11 thru 15, 2017. Commissioner Carroll seconded the motion. All voted aye. Motion carried. Commissioner Carroll made a motion to approve the Resolution to authorize Raye Ann Calton, County Administrator, to conduct business relating to Certificates of Deposit accounts with various banks in the Wiregrass area on behalf of the Commission. Commissioner McKinnon APPROVED - RESOLUTION = #2017-0 05-23-1 seconded the motion. All voted aye. Motion carried. APPROVED = RESOLUTION- #2017-05-23-2 Commissioner Carroll made a motion to approve a Resolution Authorizing Chain of Command for Emergency Conditions in Dale County. Commissioner McKinnon seconded the motion. All voted aye. Motion carried. APPROVED - RESOLUTION. - #2017-05-23-3 Commissioner Carroll made a motion to approve the Resolution of Emergency Closing of County Buildings. Commissioner McKinnon seconded the motion. All voted aye. Motion carried, Commissioner Carroll made a motion to approve the Memorandum of Warrants. APPROVED - EWELL INTERSECTION RE-ALIGNMENT Commission Gary made a motion for the Dale County R&B to patch the area that passes behind the Newton School cafeteria, road and parking area. Cost Estimate $376.50. Commissioner Commissioner Wilson made a motion for the Ewell intersection re-alignment (located at Co Rd20 and Hwy 27) to be done by Dale County Road & Bridge. Commissioner Gary seconded the motion. All voted aye. Motion carried. APPROVED - ROAD & BRIDGE SURPLUS Carroll seconded the motion. All voted aye. Motion carried. APPROVED - TOTABLE OPEN BIDS-E BATWING MOWERS Commissioner McKinnon made a motion to surplus and sell a CAT Backhoe 420E. Commissioner Commissioner Gary made a motion to open and table the bids for the Batwing Rotary Mowers and Road & Bridge Department will recommend award of bid at the. June 13, 2017 Commission Meeting. Commissioner Wilson seconded the motion. All voted aye. Motion carried. Commissioner Carroll made a motion that Dale County Road & Bridge Department make a temporary easement on Co. Rd. 20 for the improvement of a front slope erosion problem. Commissioner McKinnon seconded the motion. All voted aye. Motion carried. Commissioner Gary made a motion to approve the promotion of Jimmy Peters to 3rd, Jail Transport Officer. Commissioner Wilson seconded the motion. All voted aye. Motion carried. Commissioner McKinnon made a motion to hire Eric Baker and Richard Oldham as temporary correction officers-$8.50 an hour. Commissioner Carroll seconded the motion. All voted aye. APPROVED - TEMPORARY EASEMENT APPROVED - PROMOTION - JIMMY PETERS APPROVED - TEMPORARY CORRECTIONAL OFFICERS Motion carried. APPROVED- KENWORTHDUMP TRUCK-R&B Commissioner Wilson made a motion to approve the purchase of a 2018 Kenworth Dump Truck- $144,710.00. Commissioner Carroll seconded the motion. All voted aye.
