Dale County Commission Commission Meeting Minutes . July24,2018 The Dale County Commission convened in a regular session Tuesday July 24, 2018. The following members were present: Chairman Mark Blankenship; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Commissioner Charles W. Gary; and District Four Commissioner Frankie Wilson. Chairman Blankenship called the meeting to order at 11:00 am. Commissioner Wilson opened with the Pledge of Allegiance. Commissioner Gary followed with prayer. APPROVED - APPROVAL OF AGENDA Commissioner Gary made a motion to approve the agenda. Commissioner Wilson seconded the motion, all voted aye. Motion carried. APPROVED - MEMORANDUM OF WARRANTS Commissioner McKinnon made a motion to approve the following Memorandum of Warrants: Accounts Payable check numbers 80609-80824. APPROVED - CDBG COUNTY FUND GRANT - NEWTON WATER Commissioner Gary made a motion to approve a Resolution to apply for a CDBG County Fund Grant for the Newton Water and Sewer Authority, Inc. APPROVED - WAIVE SPECIAL OPERATING RULE Commissioner McKinnon made a motion to waive the Special Operating Rule (V. Order of Business, B. Special Operating Rule) under the Rules of Procedure adopted by the Dale County Commission beginning November 12, 2014. See Exhibit 6. Commissioner Carroll seconded the motion, all voted aye. As a result, al bill to provide for a transaction fee on certain tag transactions in the country has passed andi is seti forar referendum in November, in conjunction with the general election. A copy of the Bill is attached. The Dale County Commission fullys supports the approval of this local bill by voters and plans to promote the legislation ine every way legally possible. The Commission asks the Towns and Cities in Dale County and their officials and employees to also support the legislation so that local EMS organizations can enhance their services with this financial support. The Mayors Association has asked the Commission to state in writing the methods and amounts of disbursement that the EMS organizations can expect prior to campaigning for the passage oft thet transaction fee on tags. The Commission has met with the Mayors Association and many others and has researched the best way possible for at fair division of the funds. Asar result, the Commission has developed a Grant Application Process and ai fair percentage allocation for all of Dale County's EMS organizations which are specifically shown in the two attachments. Therefore, let this letter formally state that iti is the Commission's intention and plan to allocate the funds among the Dale County EMS organization as stated in the attached exhibits and to follow thel law specifically should the voters approve it in November, 2018. As you know from your experiences in the financial affairs of municipal government, there can always be slighta adjustments based on circumstances, but rest assured that the Commission will fairly and proportionally distribute the tag fee funds to all EMS organizations listed on the attachment and will always consider the advice of the Mayors Association in such matters.
