CORA MISS Dale County Commission Commission Meeting Minutes- August 25, 2020 The Dale County Commission convened in a regular session Tuesday, August 25, 2020. The following members were present: Chairman Mark Blankenship; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Commissioner Chairman Blankenship called the meeting to order at 10:25am. Commissioner McKinnon opened with the Pledge of Allegiance. Commissioner Wilson followed with prayer. Charles W. Gary and District; and Four, Commissioner Frankie Wilson. APPROVED - AGENDA Commissioner Wilson made a motion to approve the agenda with the following change: add additional personnel item. Commissioner Gary seconded the motion, all voted aye. Motion carried. APPROVED MEMORANDUM OF WARRANTS Commissioner McKinnon made a motion to approve the following Memorandum of Warrants: Accounts Payable Check Numbers 87641-87774 Payroll Check Numbers: 154699-154703. Direct Deposit Check Numbers: 35589-35729. Commissioner Carroll seconded the motion, all voted aye. Motion carried. Rucker at the Bowden Terrace Community Center onl Ft. Rucker and that polling place has been used for that purpose at that location since 2019, except for ai recent runoff election which was moved to the Daleville Cultural Center due to the Covid-19 pandemic and Whereas the law of Alabama requires that no polling place shall be relocated less than three months prior to an election except in cases of emergency, and Whereas the general election for National and State offices is set for Tuesday, November 3d, 2020 and the three-month deadline for alteration ofaj polling place has passed, and Whereas, the Commission has been informed that the polling place at Bowden Terrace Community Center on Ft. Rucker will not be available for the general election due to Covid 191 Pandemic restrictions by Ft. Rucker officials and it is necessary that ai new polling location be established for the general election and thereafter, Now therefore, the Dale County Commission declares and finds as follows: 1. Gary, District 3 5 ATTEST: Ch Cheryl Ganey, Administrator 2 Exhibit3 RESOLUTION OF THE DALE COUNTY COMMISSION RESOLUTION 202008251 WHEREAS, Act No. 2018-577 of the Alabama Legislature (the "Act")p provides counties with an alternative remedy for collecting delinquent property taxes by the sale of a tax lien to the person who pays all taxes, interest, penalties, fees, and costs due to the property and who, in addition, bids the lowest interest rate on the amount required to be paid to redeem the property from the sale; and WHEREAS, the Act further provides that the tax collecting official for each county shall have the sole authority to decide whether his or her county shall utilize the sale of a tax lien under the Act or to continue to utilize the sale of property to collect delinquent property taxes, and the method decided by the tax collecting official shall apply to all property in that county for the year SO decided; and WHEREAS, the Act further provides that the tax collecting official's decision to change the current remedy used for collecting delinquent property taxes shall be published on the tax collecting official's website or by advertising once a week for three consecutive weeks in a newspaper with general circulation in the county, all of which shall occur not later than Oct. 1 when the property taxes become due and payable; and WHEREAS, Eleanor Outlaw, Revenue Commissioner of Dale County, Alabama, has indicated to the Commission her decision to change from the sale of property to the new alternative method of the sale of a tax lien to collect delinquent property taxes in Dale county which become due and payable October 1, 2020, and for subsequent years. NOW, THEREFORE, Be It Resolved by the County Commission of Dale County, Alabama, that the Commission supports the decision of Mrs. Outlaw to utilize the sale of a tax lien to collect delinquent property taxes in Dale County as provided by Act No. 2018-577, and that a copy of this Resolution be furnished tol Mrs. Outlaw.
