County Clerk Austin reported the certified letter has been sent to Mathew Kelley regarding the A dispute was received on the final settlement of the Harold Marteney estate. Upon guidance from Prosecutor Phillips, when any controversy arising regarding an estate, it can be referred to as special fiduciary commissioner to hear proof from parties, make findings and to advise the county commission. On a motion by. Jedd: Schola, the Harold Marteney estate will be referred to James Turner as the Special Fiduciary, if he is unavailable, the next available Harrison County Selena Fagons was not present to discuss her questions and concerns regarding the Prosecutor Jeremy Drennen, Philippi City Manager, provided an update on the Little Laurel Run Dam project. The project was scaled back to a 30-day water supply with a cost of $15,000,000. $10,000,000 was received in grant funds and $5,000,000 in an IJDCI loan. At the. January 17, 2020 regular commission meeting, $230,000 from the Coal County Reallocation fund was dedicated toward land acquisition for this project. On a motion by. Jamie Carpenter, seconded by. Commissioner Strait suggested areas that need additional review by the board. Clarification was provided for the desire to separate from the Division of Personnel. Reasoning included the difficulty in hiring, recruiting, retention, posting of job vacancies, wages through DOP are low, IT requirements. The negatives were having to manage an HR: system internally and more oversight will be needed. Overall, the board felt the separation from DOP is a positive move. David Strait made a motion to adopt the Barbour County Health Department's merit- based personnel management system and to separate from the WVI Division of Personnel; Jedd Jedd Schola made a motion to contribute thet final $2,000 to Belington VFW to complete the flag Schola seconded. 3/0 project at the Philip Barbour athletic complex, David Strait seconded. 3/0 The next regular meeting is scheduled for April 3, 2023 at 5:00pm.
