City of Claremont Minutes of Regular Session February 5, 2024 The regular City Council meeting of the City of Claremont was held in the council chambers at 6:00 p.m. on Monday, February 5, 2024. The following members oft the Claremont City Council were present: Mayor Shawn Brown, Mayor Pro Tem Dale Sherrill, Councilmember Les Morrow, Councilmember Brittany Brown, Councilmember Gary Sigmon, and Councilmember Dayne Miller. The following personnel oft the City of Claremont were present: City Clerk Wendy Helms, Police Chief Gary Bost, Finance Director Valere McKenna, Public Services Director Tom Healey, Fire ChiefDarrell Hamby, and Events Coordinator Heather Powell. City Manager Jason Brown and City Attorney Bob Grant were present via Zoom. CALL TO ORDER Mayor Shawn R. Brown called the meeting to order at 6:00 p.m. A quorum was present. Councilmember Brittany Brown made a second. Motion carried 5- 0. CITIZENCONCERNS & COMMENTS Jane Bower with the Catawba County Human Society introduced herselft to the Council along with Lanny Huffman, Board Chair oft the Humane Society. The Humane Society will be moving into the old BB&T building next door. Ms. Bower informed the council that the building will be used fora spay/neuter clinic along with some well visits for animals. PUBLICHEARING A. Millwork & Panel LLC Economic Development Project t- Catawba County EDC A motion was made by Councilmember Les Morrow to go into aj public hearing at 6:08 p.m. Councilmember Dale Sherrill made the second. Motion carried 5-0. Kimberly Propst from the Catawba County EDC presented the Council with an economic agreement for Millwork & Panel LLC. A 27.8 million dollar investment will be made for one to two production lines to be added. The investment will add forty-eight new jobs and retain all current jobs. Millwork & Panel have also been awarded a One NC Grant of $100,000 Ar motion was made by Councilmember Dayne Miller to go back into regular session at 6:14 p.m. Councilmember Brittany Brown made the second. The motion carried 5-0. Monday, February 5,2024 Regular Session BUSINESS. ITEMS A._ Millwork and Panel LLC. Economic Development Agreement and OneNC Grant The council was presented an economic development agreement proposal for the CertainTeed site in Claremont International Business Park. Millwork and Panel LLC intends to invest $27,800,000 in infrastructure and add 48 new jobs to the park over three years. Agreement Approval Councilmember Dale Sherrill made the motion to approve an economic development agreement with Millwork & Panel LLC and to approve an agreement with One NC. The second was made by Councilmember Les Morrow. The motion carried 5-0. B.] Resolution 20-24, Recognition of] Personnel Working During Recent Tornado Event Mayor Brown: read into record Resolution 20-24, thanking all employees and surrounding agencies that assisted in the response to a tornado in the Claremont rural fire district on. January 9,2024. Councilmember Brittany Brown delivered Thank You cards to employees who responded that day. Councilmember Brittany Brown made a motion to approve Resolution 20-24. Councilmember Gary Sigmon made the second. Motion carried 5-0. - Ordinances 29-24 and 30-24, Discussion and Action on the Proposed Payand Compensation Plan The Council was given answers to their questions concerning the Pay and Classification Plan. The council expressed the desire to retain its current employees and to make the City of Claremont attractive to potential hires. Monday, February 5, 2024 Regular Session Councilmember Dale Sherrill made a motion to approve Ordinance! 29-24 and Ordinance 30-24 for a3% COLA and payroll adjustments. Councilmember Dayne Miller made a second to the motion. The motion carried 5-0. D. Ordinance 31-24, Budget Amendment - Lyle Creek Outfall Project Ordinance 31-24 is an amendment that appropriates $182,700 from Water and Sewer Fund retained earnings to the Lyle Creek Outfall Project to ensure cash flow before reimbursements being available from NCDEQ on this project. Councilmember Gary Sigmon made a motion to approve Ordinance 31-24, as presented. The second was made by Councimember Dayne Miller. The motion carried 5-0. FLECTEDAPPOINTED OFFICALSREPORIS Mayor Brown - No Report. Councimember - Councilmember Dyne Miller reported a street light out on Baker Street. City Attorney No Report. City Manager Brown - Manager Brown announced that the Pump Station Rehab Project was advertised on February gth. Bid opening will be on March 12th. The street paving contract has been approved by City Attorney Bob Grant. Councilmember Les Morrow made ai motion to go into a closed session at 6:44 p.m. to consult with the City Attorney. Councilmember Dayne Miller made the second. The motion carried 5-0. The council returned to open session at 7:22 p.m. with a motion made by Councilmember Les Morrow.
