Madison County Board of Elections Meeting Minutes - Canvass November 17, 2023  The Madison County Board of Elections held a Canvass meeting on Friday November 17, 2023, at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance: In attendance: Jerry Wallin, Chair; Dyatt Smathers, Secretary; Brian Ball Member; Ray Lewis Member; Debbie Ponder, Member; Jacob Ray, Director.  Calll To Order:  Chair Wallin called the meeting to order at 11:00 a.m.  Agenda:  Motion (BB, DS) to amend the agenda to add a personnel session after "Public Comment". The motion passed  unanimously (5-0). Members Reports: Nor reports byt the members. Canvass Reports: Block Style:  The director presented the final Block Style report for the Board's review.  State Reconciliation:  The director reviewed the State Reconciliation sheet with the board.  Incident Reports:  The director presented one incident report that was submitted to the Board of Elections by precinct officials. The incident was reviewed by the director. Copy of the incident report is available via public records requests.  Hand-Eye Sample Audit:  The director provided copies of the hand-eye sample audit completed by a bi-partisan team.  New Business:  Motion (JW, DS) to certify the November 7, 2023 Municipal Election results and the motion passed  unanimously (5-0).    Motion (DS, BB) to enter executive personnel session. The motion passed unanimously (5-0). Motion (DS, BB) to return to open session. The motion passed unanimously (5-0). Motion (JW, DS) to recess the meeting until 12:00 p.m. The motion passed unanimously (5-0).
